Please see the note below from our recently appointed Director of =
Development, Lee-Berkeley Shaw, regarding the IETF Endowment. In =
future, announcements like this will come directly from Lee-Berkeley.

=E2=80=94=E2=80=94=20

Dear IETF Community,

I=E2=80=99ve had the pleasure of virtually meeting many of you, but for =
those I=E2=80=99ve not yet connected with, I=E2=80=99m the newly hired =
Director of Development at the IETF Administration LLC. I=E2=80=99ve =
been tasked with overseeing fundraising efforts, with specific emphasis =
on the IETF Endowment.=20

The end-of-year is, for many, a season of charitable giving. For those =
who choose to donate at this time of year, I know you have many causes =
worthy of your support - from alma maters to health and safety =
organizations. As you weigh your giving options this season, I wanted to =
offer the IETF Endowment as an option worthy of consideration.

The IETF Endowment was established in 2012 to help support the =
activities of the IETF, originally under ISOC and now under the IETF =
LLC. The goal is to build a fund that can ensure the sustainability of =
the IETF and its work into the future by building financial independence =
from any single funder or entity. In comparison to many other standards =
organizations, the IETF is not a 'pay-to-play' organization, thereby =
ensuring that all participants have an equal voice. However, this is =
only possible through the generous support of a small set of donors from =
a handful of industries with no long term guarantee of support. A =
strong endowment provides that long term guarantee that the IETF remains =
independent and is safe from any single point of failure or market =
change.=20

Right now is a great time to give to the IETF Endowment. Thanks to a =
generous matching opportunity provided by the Internet Society, for =
every dollar given to the IETF Endowment, the IETF will receive a 2:1 =
match up to US$12M, and a 1:1 match for another US$6M. Your gift will =
truly triple in value thanks to their support. In many circumstances, a =
gift to the IETF Endowment is also tax deductible.=20

I invite you to take a look at the newly refreshed information about the =
IETF Endowment (https://www.ietf.org/endowment), and if you feel so =
inclined, make a gift today =
(https://www.ietf.org/endowment/donate-ietf-endowment/).

If you=E2=80=99d like to talk through the process and/or how the funds =
will be managed in greater detail, I also encourage you to reach out to =
me, and we can discuss the particulars. Even if you=E2=80=99re not =
considering a gift at this time, I welcome an introductory conversation, =
as I do want to hear from you and continue to learn about the community =
and your needs.=20

Warm wishes to all for a happy and healthy new year, and many thanks for =
your consideration of this request to support the IETF Endowment. =
Cheers!

All the best,
Lee-Berkeley Shaw=20

It would be great if LLC (or anyone else in the know) could try
to figure out if / how it is possible to get EU vaccination
certificates for non-EU+friends IETF 113 participants - ideally
before travel!

Yes, you are likely able to enter Austria with just e.g.: a
USA CDC vaccination card, BUT those cards can easily be faked
or lost without replacement. And in europe, a lot of faked european
vaccination cards (yellow WHO) popped up from all those anti-vaxers,
and this leads to more and more non-acceptance of anything but
proper EU vaxination certificates. Which actually includes
compatible certificates from "friends of the eu" (countries who
adopted the european certificate standard), but of course
no the americas or asiapac countries:

https://ec.europa.eu/info/live-work-travel-eu/coronavirus-response/safe-covid-19-vaccines-europeans/eu-digital-covid-certificate_en

It is actually to me still unclear what legal rights you have as
a traveller from e.g.: USA to receive an EU vaccination certificate,
for example once you are in-country. Colleagues successfully got
a certificate, showing in a german pharmacy passport + CDC card,
but i have read no legislation that mandates for this to happen.
The above EU Page only says "countries may"....

Could as well be just counting on friendlyness. And if every
IETF'er from asiapac/americas has to figure this out by themselves
in Vienna, that would IMHO not be ideal.

Interestingly, Switzerland actually has a web page where foreign
travellers can request a swiss vaccination certificate before travelling,
which is (of course) recognized in EU (counts as EU vax certificate):

https://covidcertificate-form.admin.ch/foreign

Colleague just got her certificate scanning her CDC card and waiting
24 hours for a swiss cert to come back. while she's still in the USA.

Alas, i am not aware of any such service from Austria or (for me
personally) Germany [insert rude bitching about the german head
of the EU Mrs. UvdLeyen promising a welcome to american tourists early
in 2021.. without doing a single thing about it.]

Aka: if the IETF folks organizing IETF113 could send to whatever
contacts they have in Austria the simple quetion what the austrian
equivalent is to above swiss URL, and if there is none, why not,
that would be lovely!

Cheers
    Toerless

Hi Jay et al,

One question. The linked material:
  =
https://www.vienna.convention.at/en/event-planning/covid-19/update-meeting=
s-362408
indicates that an 'EMA-approved vaccine' is required for attending a =
meeting, listing 'Biontec/Pfizer, Moderna, AstraZeneca, Johnson & =
Johnson'. That list seems to be supported by:
  =
https://www.ema.europa.eu/en/human-regulatory/overview/public-health-threa=
ts/coronavirus-disease-covid-19/treatments-vaccines/vaccines-covid-19/covi=
d-19-vaccines-authorised
(although 'Nuvaxovid' is a recent entry that isn't yet reflected on the =
Vienna convention site)

This is more strict than the entry requirements for Austria, which are =
those vaccines that are 'approved by the EMA or gone through the EUL =
process of the WHO', as per:
  =
https://www.wien.info/en/travel-info/corona-information/arrival-and-depart=
ure-388182

Those vaccines are listed at:
  =
https://extranet.who.int/pqweb/vaccines/vaccinescovid-19-vaccine-eul-issue=
d

As a result, it appears that those who have a non-EMA-approved vaccine =
-- e.g., Sinopharm, Sinovac, and three vaccines from India -- might be =
allowed into Austria, but will be unable to attend the meeting.

This is brushed against in the context of restaurants in item 2.3 of the =
assessment, but not mentioned in the context of mass gatherings -- i.e., =
the meetings -- in item 2.2.

Could you confirm that this is the case, and speak to whether it was =
considered during assessment? I ask because it'd be better to sort this =
out now and communicate clearly about it, rather than wait until people =
have bought tickets and traveled...

Cheers,

I want to report an error in the "IETF 113 Vienna go/no-go assessment"
document referred in the announcement.

In page 3, criterion 2.3, it reads "... However, it should be noted
that the Sinovac and Sinopharm vaccines, while recognised for entry to
the country are recognised for entry to restaurants". This should be
corrected to "... while recognised for entry to the country, are *NOT*
recognised for entry to restaurants", as informed in
https://www.wien.info/en/travel-info/corona-information/arrival-and-departu=
re-388182

The error completely changes the meaning of the recommendation.

Best regards,

Hugo Salgado
