FWIW, this is in the "FAQ: Proof of a low epidemiological danger - the G =
rule" (translation):

"""
What applies to people who have received their corona vaccination with a =
COVID-19 vaccine not approved by the EMA?

In order for proof of vaccination to be accepted in Austria under the =
2-G rule, the COVID-19 vaccines must be approved by the European =
Medicines Agency (EMA). On the other hand, if the corona vaccination was =
carried out with a COVID-19 vaccine that was not approved by the EMA =
(e.g. Sputnik V), the National Vaccination Board recommends that =
affected persons carry out a test for neutralizing antibodies and take a =
dose of an mRNA vaccine (BioNTech/Pfizer, Moderna) approved by the EMA. =
The minimum distance to the previous vaccination series should be one =
month. At European level, neutralizing antibodies are not provided for =
in the certificates of the Green Passport. Therefore, although a =
vaccination certificate is issued for the 1st Dose issued with the =
information "Dose 1 of 2", but this alone does not confirm active =
vaccination protection. In Austria and when traveling to Austria, the =
detection of neutralizing antibodies must therefore be shown together =
with the proof of vaccination. The validity of this combination as a 2-G =
detection is determined here as 270 days from the date of vaccination.

If desired, the administration of the mRNA vaccines according to the =
usual vaccination schedule consisting of 2 doses is also possible, but =
an increased side effect rate cannot be ruled out. After receiving the =
second vaccination, the validity period of the vaccination certificate =
as a 2-G proof is 270 days, with at least 14 days elapsed between the =
two vaccinations.

(12/07/2021, 12:00)

Jay,

Because i was curious and did not find the answer to my questions on the
IETF web page, i just called the reception of the Hilton Vienna Park
and asked what happens if someone wants to check in who does only have
non-EMA approved vaccinations - such as the russian or chinese vaccines.

The answer was that such a person could only be checked in for emergency
because she can not be sent back directly. If it was a person who could
be sent back (austrians, germans, etc..) , she would be sent back. But such
a person would not be allowed to attend the conference in the Hilton Hotel,
but would have to stay in her room.

Hopefully this information is wrong, but given how it was from the reception,
any overriding rules would have to be explained to the reception person too.

Or are we playing a gamble on getting the russian/chinese vaccines approved by
EMA in time for IETF113 ?

Cheers
    Toerless

2 additional shots in february doesn't sound exciting either,
when there is likely very little knowledge about the impact of doing that
after you had received 2 other vaccine shots some months before.

But the fact that such shots would invalidate prior shots with
a chinese permitted vaccine does put the icing on the cake.
Where did you hear this info ?

Cross-vaccination is now relatively well understood (I=E2=80=99m not an =

I don=E2=80=99t know what=E2=80=99s being invalidated here.
The non-EMA vaccinations essentially don=E2=80=99t count; you show your =
two EMA vaccinations and are admitted.

Sure, but there where no recommendations from health organizations until there was
a) A need to do so (e.g.: because of side effects in specific groups)
b) There was a sufficient large number of people who did it without problems in before.

AFAIK, except for international chinese travellers, there is no a),
and so there is no b) (for chinese + EMA vaccines). So you're on your own in making a risk assessment.

The way i read your first email, it sounded as if returning to China would
be more painful (wrt to isolation rules) if you ALSO got a non-chinese
vaccination (of course i am assuming you would have received a chinese
vaccination in before).

Maybe i misunderstood you there. If return is the same whether or not you
also got additional EMA shots, then thats a country, not IETF issue IMHO.
Didn't Australia prohibit return of australian citizens some time last year ?
Aka: nothing IETF can do about that.

Cheers

A general note on timing:

In addition to the FAQ currently published [1], the Secretariat and LLC =
have been working through a lot of details and will share those as soon =
as possible, hopefully within the next day.

As Jason mentioned elsewhere, one of those things will be setting up the =
113attendess list as a forum for 113-specific questions and discussions.

More soon,

-Greg

note) is at: =
https://www.ietf.org/how/meetings/113/covid-related-requirements/ As =
mentioned, suggestions are gratefully accepted at: support@ietf.org

Hello,

A few updates as we work to organize and come together for our =
first-ever hybrid IETF meeting on 19-25 March:

+ Registration
Registration is now expected to be open next week (after 24 January). =
There have been unforeseen delays with the VAT process which must be =
completed before accepting registrations. This is now expected to be =
completed in the next few days. Further details about how the =
registration process will work will be shared shortly ahead of its =
opening.

+ Participant discussions
The 113attendees@ietf.org email list is set up for discussions related =
to the upcoming meeting. The list is now open for subscription by anyone =
(including those who are not yet sure about whether they will register =
for in person or remote participation) at:=20

https://www.ietf.org/mailman/listinfo/113attendees

Replies to this message are set to be sent to that list.

The IETF 113 meeting wiki is also now live at:

https://trac.ietf.org/trac/ietf/meeting/wiki/ietf113=20

Both the mailing list and wiki may be used by anyone contemplating IETF =
113 participation, for example to share information about things not =
arranged by the LLC or Secretariat such as local amenities and travel =
insurance.=20

+ Questions and FAQs
For answers from the Secretariat to specific questions related to IETF =
113, please send email to: support@ietf.org

A combined FAQ provides information relevant to the IETF 113 meeting and =
includes COVID-related information:

https://www.ietf.org/how/meetings/113/faq=20

+ Further information
Going forward, regular updates and important information about the =
upcoming meeting will be shared via the usual channels, including the =
ietf-announce and 113all announcement lists. We expect to provide =
updates at the end of each week leading up to=E2=80=94and daily updates =
during=E2=80=94the meeting to the 113all@ietf.org mailing list.

We appreciate the heightened interest in and questions about holding a =
meeting in a new format in these challenging times. Please know that the =
IESG, IETF LLC Board, IETF Secretariat, LLC staff, and NOC team are =
committed to organizing a meeting that is as safe and productive as =
possible. There are obviously many unique issues to deal with in a =
rapidly changing environment so your understanding as the health =
situation continues to change is appreciated.

To reiterate: We expect to provide regular updates as we head towards =
the meeting. At any time, questions about IETF 113 are welcome at =
support@ietf.org.

Thank you,

Greg Wood
Director of Communications and Operations
IETF Administration LLC

I apologize that we haven't published details yet.

The plan is to roughly stick with the schedule of a fully online =
meeting, i.e., start at around mid-day local time and run for around six =
hours.

I'm waving my hands a bit here, because we are still discussing with the =
venue about some required procedures, such as for meal breaks and room =
disinfection, among others. Depending on the details, those may =
necessitate some longer breaks than we had during fully online meetings. =
So we may need to start somewhat earlier than we did for the fully =
online meetings, and/or we may need to run for a bit longer, in order to =
end up with sufficient session time.

We're hoping to have all the information from the venue early next week.

Thanks,
Lars
