BTW, the public tracker makes it easy to see DISCUSSes, but often
it's unclear how they were resolved. Is there no option to enter
a statement with an updated ballot, or do you (collectively) just
don't use it ?

Out of curiosity I used the atom feeds for the various EAI, SMTP,
and 2822upd drafts, and after weeks I'm still not sure what you
(collectively) mean when you write "discuss discuss". What is it,
a kind of meta-DISCUSS ?

> Finished Processing -- new in RFC Ed queue and new RFCs

Thanks. Are you interested to "inherit" an unresolved IANA ticket
wrt the missing Web archive for the register @ uri.arpa list ? I
fear that this DDDS list specified in RFC 3405 is completely dead.

> USEFOR: No activity.

I've forwarded the RFC 2822 deployment report request. To some
degree RFC.ietf-usefor-usefor and NetNews UAs are implementations
of RFC 2822.

 Frank

The tracker isn't very good at this. In fact, when I clear my DISCUSS
position on somebody else's document, the text *goes away* so it's
hard to reconstruct history this way. Sometimes, but not often, we
remember to copy text from the DISCUSS to the COMMENT -- which is
preserved.

Yeah, and almost a joke. The name of the ballot position is "DISCUSS"
so that literally we can discuss an issue related to the document on
the call. However, if a DISCUSS is not cleared after the telechat, it
becomes used for the ballot position's other purpose -- to block the
document until certain changes are made -- that when one of us really
just wants to make sure that something is discussed on the call, we
say "discuss DISCUSS" in order to say reassuringly " This is really
just to trigger a discussion and is not a blocking issue."

If we don't trigger a discussion, then the secretariat just announces
in the call that such-and-such a document is approved and then move on
to the next document, and its easy to miss this opportunity among
20-30 documents.

An example of triggering pure discussion is if I want to ask the
sponsoring AD whether he has considered Experimental instead of
Informational but in the end either might be appropriate.

I can't inherit IANA tickets. My position is usually that these old
never-created registries can remain non-existent until a need is
proven via a registration request.

Ok.

The text doesn't really go away; it becomes less handy to find, though,
as they aren't in the ballot text but are in the detail record.

>From the public tracker for a document, click the "detail" button.
The "Comment Log" will contain the text of each DISCUSS or
COMMENT listed, though you have to press a "View Detail" button
in most cases to actually see the text.

I would strongly object to any system which did not preserve the
previous DISCUSS texts, as it would significantly reduce the transparency
of the system. Making it handier to find would be nice, but since
it is chronologically organized in the core record, this works well
enough.

Thanks, now I got it, it is a pseudo-DEFER, not a meta-DISCUSS :-)

I knew "view details" to see older transactions, but for a ballot
update the details are just that, "xyz new position no objection"
or a similar one-liner.

The text of a cleared DISCUSS does not really go away and is still
retrievable as Ted observed. However it seems to me that the original
question was slightly different - it was not about the original DISCUSS
but about how it was resolved. Matching each DISCUSS with a DISCUSS
RESOLUTION seems to be the missing information in the tracker.

I'm guessing Frank is referring to the Comment Log found at

https://datatracker.ietf.org/idtracker/

which shows the entire history of state changes, ballot positions,
comments and DISCUSS texts; and is noting that it's hardly ever clear
how a DISCUSS was resolved. (Indeed, you have to look carefully for
the email address of the AD to even see _that_ a DISCUSS was cleared.)

> The tracker isn't very good at this. In fact, when I clear my DISCUSS

I believe Lisa is referring to the "Web Ballot" link from the IESG
Agenda web page, which shows only a snapshot summary of the positions
at the time it is generate and the text of COMMENTs and open DISCUSSes.
I believe this is what most IESG members work from for the telechat
discussions.

The text of a DISCUSS does indeed "go away" from this page, which
I find confusing. There's a good reason, though: when the DISCUSS
position is cleared, that text is obviously out of date. (There's no
similar automatic expiry of COMMENT text.)

> Sometimes, but not often, we remember to copy text from the DISCUSS to
> the COMMENT -- which is preserved.

It's not clear that individual IESG members _should_ feel any
obligation to do this. And a lot of the clearing of DISCUSSes happens
"at the last minute" -- leaving very little time to do any fancy
footwork for the benefit of folks who will later try to make sense
of what happened.

Speaking only for myself, I'd find it easier to follow things if
there was an option (perhaps even the default) for each AD clearing a
DISCUSS to leave the text of the DISCUSS -- or edit it -- as a COMMENT
which is non-blocking but preserved (without any fancy cut-and-paste
footwork).

This wouldn't help Frank much, unless the AD clearing the DISCUSS
actually had enough time to record _how_ an issue was resolved, but
it might be a step in the right direction...

In theory we could move that information into a COMMENT field which
would be kept with the ballots, without updating the tracker-- or even
enter a comment in the comment log (Confusing, no?). If we have a
convention like that, it would be nice to be consistent about which we
choose.

Of course, to encourage this more than by convention, one of the "nice
to haves" for the tracker would be to prompt for a DISCUSS resolution
text when a DISCUSS position is changed.

I think prompting for, and logging, a discuss-resolution really meets
the need.

Two points:

- I have always looked at the comments log at
  https://datatracker.ietf.org/idtracker/, so I have never
missed any (even cleared) DISCUSSes. There is a bit of noise
there (sometimes, somebody goes back and forth on whether
to add a discuss or not,...), but it's not bad enough that
I was ever feeling the need for a fix.

- I agree that often, it might be good to see more discuss-
resolution details. But while DISCUSSes are created very
formally, my impression is that they often get resolved
very informally. In many cases, e.g., there is some mail
discussions with the draft authors or the WG chairs (and WG),
and some text gets added or tweaked in a draft. In some
other cases, it just ends up as "seem it wasn't as big
a problem as I thought" or "ah, they already have a pragraph
describing that issue", or "well, if the WG thought about
it and decided the way they did, that's good enough",
and so on. In the extreme, it may be "sorry, misunderstood,
my bad". If these things have to be entered into
a system, they suddenly might have to be worded much more
formally, and I guess this might significantly reduce the
  flexibility of the current process.

Regards, Martin.

For minor issues like "does 2821bis say that DKIM signers are
gateways?" [Answer: no] I'm not worried about the invisibility
of the answer in the tracker, because I think I know what the
correct answer is.

For other issues it is more interesting, e.g., what to do with
a missing implememtation report when more than ten requests on
different lists inside and outside the IETF by more than one
participant triggered no result, *and* everybody knows that
SMTP is in use, *and* an older version is already part of a
STD. The answer to this question (apparently: we tried, that
is good enough, let's move on) has major consequences:

- for implementors, they will now have to continue to support
VRFY and EXPN no matter if two interoperable implementations
  actually using it exist.
- for other standards (next in queue: 2822upd) where getting a
decent implementation report might turn out to be difficult.
Is the same procedure as for 2821bis (= move on) okay ? JFTR,
IMO yes, but I still think that for PS to DS proposals the
implementation report(s) should exist at the very begin of
the procedure, not as a procedural afterthought in the IESG
discussion when the XXXXbis is ready.

The answer might affect say IRIbis and 2616bis, even if I got
it completely wrong.

More on the hardcore nitpicking side, I'm really interested how
the 2821bis IPv6- and IPvFuture address ABNF issue work out,
and for the example addresses it's a bad case of "told you so"
schadenfreude on my side (after rightfully suffering the same
question for the detailed news-URI example).

 Frank

P.S.: this might also affect mailto-bis if you go for DS, and
I don't see why you shouldn't at least try DS.

Indeed. In many cases document editors are so exhausted working on the
document that they don't even post the result of changes to the WG
mailing list. I was guilty of this myself.

I think the benefit for the community outweigh the disadvantages of
wording things more formally. I don't think IESG members should be shy
saying that they misunderstood something.
Besides, some discusses can be avoided by asking authors the question
informally.

When this came up on the May 8 telechat, the blocker was a DISCUSS
by Russ Housley:
"
" http://www.ietf.org/IESG/implementation.html does not seem to include
" an implementation report for this document. Scott Hollenbeck raised
" this point on 30-Nov-2007 in a Last Call comment, but a report has not
" appeared.

There now is a document titled "SMTP (2821) Implementation Information,
Used in Preparing RFC2821bis". (It's not clear when this was added, but
note it makes no claim of reporting implementations of 2821bis...)

   Umm...

You won't catch it from reading the Ballot Tracker link from the
agenda page, but among the rougly 90 entries at

https://datatracker.ietf.org/idtracker/draft-klensin-rfc2821bis/?

there's no entry saying that Russ ever cleared that DISCUSS.

Instead he added two more DISCUSS comments about example domains.
I don't know whether Russ still sees that as a concern: I suspect that
most IESG members don't actually know either.

Let us not forget what RFC 2026 actually says:
]
] A specification from which at least two independent and interoperable
] implementations from different code bases have been developed, and
] for which sufficient successful operational experience has been
] obtained, may be elevated to the "Draft Standard" level...
] The requirement for at least two independent and interoperable
] implementations applies to all of the options and features of the
] specification. In cases in which one or more options or features
] have not been demonstrated in at least two interoperable
] implementations, the specification may advance to the Draft Standard
] level only if those options or features are removed.

Clearly, nothing we post on this list can change that.

The IESG can ignore it, I suppose, but I don't see that as setting
any sort of precedent for the next case.

Oops, thanks for info, I wasn't aware of this. Apparently the IETF
overdose script also doesn't look into the implementation reports
and appeals directories, or I missed it.

TINW, I couldn't name the two when asked, but I believe you... :-)

For identical issues they sometimes pick somebody to hold the
DISCUSS, and clear the dupes. In that case it's anyway obsolete,
I just didn't know that a somewhat anonumous report was posted,
but I saw that Cullen cleared his "discuss discuss" about it.

Agreed, but I'm still interested "how stuff works", in practice.
Example, I submitted the CRAM-MD5 report because I want it to be
promoted on standards track at an appropriate point in time.

You're mostly right about the status of this but:

From the comment log, it looks like Russ added to the DISCUSS text,
but actually he replaced it. It's a confusing aspect of the tracker,
but if you find some way to look at just the current ballots rather
than the comment log, you'll see that Russ's current DISCUSS text says
nothing about interoperability or implementation reports.

Indeed, and while the IESG is perfectly satisfied about the
interoperability of SMTP and Internet Message Format (2822upd), the
next couple paragraphs of RFC2026 are very clear in requiring
documentation of interoperability, testing and specific
implementations, not merely that we be satisfied of a protocol's
maturity. So naturally we have to follow that process requirement.
We had long discussions last week about how to reduce the effort
required when interoperability is obvious, and whether that requires
process changes.

But it won't happen because, despite its very wide deployment
and demonstrations of utility, the lead author* believes that it
has been made clear that

-- There is a sufficiently strong preference for
SASL-based mechanisms over standalone things like RFC
2195 that the odds of a 2195bis being advanced are
	nearly zero.

-- There are enough concerns over challenge-response
mechanisms based on MD5 (or keyed MD5) and the belief
	that CRAM-MD5 requires storing clear-text
passwords/secrets on the server that the Security Area
is likely to block any attempt to advance CRAM-MD5.
Neither disclaimers in a Security Considerations section
nor "better than clear-text passwords" arguments are
likely to do much good here.

I even agree with the first of these. I have mixed feelings
about the second, especially when the claimed solution is
Digest-MD5 instead of keyed-MD5, but no energy for arguments
with people who see the operational environment issues
differently that I do and who are sure they are right.

So, if there were any real desire to advance CRAM-MD5, it would
need to come from someone else. It is not clear that I'd even
participate.

The author of draft-ietf-sasl-crammd5 apparently did not
believe this, and CRAM-MD5 is a registered SASL mechanism,
working as expected.

There are also concerns about using SHA-1, nevertheless
even NIST has no problems with using HMAC-SHA-1 after 2010.
There are also concerns about using STD 20, nevertheless
it is a full Internet standard, listed in STD 1.

They could have to justify their actions before the IAB if
they break BCP 9. Two interoperable implementations, no
known errata after 11 years => mature specification, "DS"
is IMO no price in a security area RFC popularity contest.

Apart from arguably missing [[WP:NPOV]] to some degree the
security considerations in draft-ietf-sasl-crammd5 are IMO
acceptable and proposed by a SASL co-Chair.

> mixed feelings about the second, especially when the

That's old history, they now want to deprecate DIGEST-MD5,
because they figured out that it is far too complex, not
interoperable, incompatible with RFC 2617 md5-sess due to
an - at the time of the RFC 2831 publication - unreported
RFC 2617 erratum, and folks anyway only use a part of the
specification, not its integrity/confidentiality features.

I'd toss a coin to decide which WG is more charming, SASL
or USEFOR. The crammd5 draft is soon five years old, and
at the moment expired.

> if there were any real desire to advance CRAM-MD5, it

Yes, we talked about it two years ago on the general list
as an interesting procedural "problem". IMO an attempt to
force an AD to vote YES for something he dislikes makes no
sense, no matter what RFC 2026 says, so the point was moot
while Sam was the SASL AD.

Frank,

I assumed from your initial note that you were talking about
advancing RFC 2195. If, instead, you are talking about
restarting
draft-ietf-sasl-crammd5 and moving it forward, I collaborated
with Lyndon in some very small ways on that and see no reason,
personally, why it should not be done, at least to Proposed and
Draft. Further than that, we would have a small difficulty
(unless things change) because, as far as I know, the dominant
CRAM-MD5 implementations for IMAP, and maybe POP, are
2195-conforming rather than SASL conforming. On the other
hand, getting a SASL-conforming standards-track RFC published
and out there might be a useful step in changing that.

Whether draft-ietf-sasl-crammd5 could be construed as a DS
update to RFC 2195 would also be a matter of interpretation. My
personal view (which doesn't count for much) is that, while the
key CRAM-MD5 part is the same, the difference in startup
mechanisms, ports used, etc., would make it quite a stretch.

In a perfect world in which everything was consistent and
rational, you would certainly be correct. In one in which the
real issue is what the IESG would approve --and in which, for
example and despite promises and criteria documents to the
contrary, IESG members feel free to register DISCUSS positions
and then decline to engage in discussion or respond to
explanations from editors-- the rules are whatever the IESG says
they are and precedents like the ones you cite don't count
unless the IESG says they do.

I agree. However, as a matter of personal preference, that
isn't a battle I feel like fighting, especially with an IESG
that interprets RFC 2026 (BCP 9) as being as, or more, concerned
with the form of interoperability reports as with whether things
interoperate.

You left out "doesn't provide enough extra security in practical
cases to be worth the trouble".

Now you are beginning to sound as cynical and pragmatic as I am
:-(

Yes, I consider the crammd5 draft as 2195bis draft, apparently
you think it's different (?)

Sure, but that affects only I18N of user names and passwords.
RFC 2195 doesn't say how to do this, the draft says SASLprep.
Not really incompatible, a working RFC 2195 ASCII user name
and password will continue to work with the draft. Anything
else wasn't explicitly specified.

RFC 2195 is only six months older than RFC 2277, hopefully
implementors used UTF-8 for unspecified RFC 2195 extensions.

UTF-8 isn't the same as RFC 5198, let alone SASLprep, but it
might be good enough in practice. I'd have no problem with
replacing SASLprep by RFC 5198, in the direction of "KISS".

AFAIK there are no ports used in RFC 2195. The crammd5 draft
is as it was, just adding SASLprep plus new example, keeping
the old examples, updated security considerations, and a new
MUST about not looking at the RHS of the challenge that could
cause a "recycle at PS", but this MUST can be simply removed.

If something is odd I'd try to cross-post to a public list or
to iesg@ietf to have it on public record. So far the DISCUSS
explanation in the I-D tracker worked for me, a kind of review,
the author has to answer, and when the sponsoring AD is aware
of the answer the ball is again in their part of the field...
...with short periods when nobody knows where the ball is. :-)

The published 2821 report is a bit odd, I wouldn't dare post
it in Wikipedia. Of course the substance of my CRAM-MD5 report
is, while formally "nicer", not much better, and I freely admit
that I was inspired by the 2234 report, which is the output of
a "grep 2234" on a bunch of RFCs.

Maybe, but CRAM-MD5 really has no mutual authentication, just
because the other side accepts a response doesn't mean that
it knows the secret and is the site folks want to talk with.

In this case I didn't try to sound cynical, I really consider
the rule forcing sponsoring ADs to vote YES as rather dubious.
No issue for individual I-Ds, authors can try to find another
AD, but for a WG draft it's a dilemma. Maybe ADs should swap
"their" WGs biannually.

RFC 2195 predates SASL, and is cast as a IMAP authentication method.
Of course, everyone's used CRAM-MD5 as a SASL mechanism since SASL
came about, so I think it's swings and roundabouts. I may be forced
to invoke the "running code" argument, here.

I have to admit that I'm not strictly sure that this matters unduly -
SASL itself didn't originally have i18n support, SASLprep et al
postdate SASL by quite a way.

Well, realistically, we could state that CRAM-MD5 is only defined for
ASCII usernames and passwords, and simply specify it using modern
language, with an updated Security Considerations. It's widely
implemented, and I think deserves an updated specification which
reflects lessons learnt.

A MUST NOT pay attention to the man behind the curtain - or indeed
the RHS - is to my mind acceptable, but it could be neatly rephrased
anyway as cautionary text to client implementors.

Hey, I implemented that! (Well, the integrity, anyway).

Right - CRAM-MD5 has serious limitations, and is, these days, only
useful when used under a TLS layer which itself has provided
server-to-client authentication, and even then, you'll still be
leaving cleartext passwords lying about on the server.

To make things clear, I think CRAM-MD5 is pretty close to rubbish,
and has serious flaws compared with other, more modern, mechanisms. I
think it should be used with caution, and the only reason to consider
using it at all are because of its wide deployment.

But these are all excellent reasons to update the specification, in
order to encourage safe usage, and discourage usage in general.
Otherwise, the only documentation we have on CRAM-MD5 remains RFC
2195.

I didn't know there was one - this seems somewhat odd for WG drafts,
as you say.

No. We've come to the conclusion that where we want both, a SASL and a
GSS mech we should separate the GSS work and prioritize SASL.

Also, we've decided that we can make a pure SASL mechanism look like a
SASL/GS2 mechanism without doing the work of specifying a GSS mechanism
too. (Which reminds me, I must go do that work for one proposal...)

I didn't either. I am having a hard time believing that such a rule
would be a would one to have.

But it won't happen because, despite its very wide deployment
and demonstrations of utility, the lead author* believes that it
has been made clear that

-- There is a sufficiently strong preference for
SASL-based mechanisms over standalone things like RFC
2195 that the odds of a 2195bis being advanced are
	nearly zero.

-- There are enough concerns over challenge-response
mechanisms based on MD5 (or keyed MD5) and the belief
	that CRAM-MD5 requires storing clear-text
passwords/secrets on the server that the Security Area
is likely to block any attempt to advance CRAM-MD5.
Neither disclaimers in a Security Considerations section
nor "better than clear-text passwords" arguments are
likely to do much good here.

I even agree with the first of these. I have mixed feelings
about the second, especially when the claimed solution is
Digest-MD5 instead of keyed-MD5, but no energy for arguments
with people who see the operational environment issues
differently that I do and who are sure they are right.

So, if there were any real desire to advance CRAM-MD5, it would
need to come from someone else. It is not clear that I'd even
participate.

Okay, we could say RFCs 2195 and 2222 were close enough for the
"DS" maturity as SASL mechanism.

RFC 4422 is a PS, it would be nice to avoid this for a 2195bis.

+1 IMO the "limited use" note in the SASL registry for CRAM-MD5
makes no sense while less used mechanisms have a "common" note.

I'd consider a challenge in the form of a message-id with its RHS
and "worldwide unique forever" blurb as an early attempt in the
direction of "mutual authentication" and "channel bindings", and
from that POV using "MUST" to express "not good enough" is harsh,
especially if this MUST could also force "recycle at PS".

Without a simple way to test it I didn't try it, but it's good
to know that RFC 2831 qop=auth-int implementations exist... :-)

For different reasons DIGEST-MD5 is also rubbish. It took my years
to figure out that RFC 2617 and 2831 md5-sess are simply different.

What's nice about CRAM-MD5 is that it is really easy to implement,
and in comparison with APOP or even AUTH LOGIN it is no snake oil.

I'm guessing you meant "a good one to have".

If a WG produces a document that the WG's AD does not think is good
enough to ballot "YES" on, then there's a bigger problem. The rule is
there as basically an assertion that the AD is in agreement with the
WG's direction. If the WG is working within its charter, then the AD
had better be in agreement, since the charter *is* the agreement
between the WG and the IESG about what the WG will produce.

I wouldn't agree with Frank's characterization of the rule, however.
Part of being a sponsoring AD is that you will ballot YES, i.e., you
think it'd be good to publish the document. So it's not so much
forcing ADs to ballot YES as much as it's a procedural precondition of
sponsoring a document to ballot YES.

Maybe I'm being naive. What do you see as the problem with this
procedure?

Thanks,
   Bill

That you may find a technical problem worth voting no for? I guess that
means DISCUSS till it's fixed.

This is the reason for the 'AD Review' phase: to fix problems before
bringing the document to the IESG. (Why waste the IESG's time
reviewing a document with known problems?)

There is no 'no' position. The positions are described at
https://datatracker.ietf.org/idtracker/help/evaluation/ .

Note that these are not absolute rules; they are the procedures that
the IESG follows but the details of the IESG's working is left to the
IESG. This means that if circumstances warrant (e.g., some draft
needs to be published quickly), it's quite possible for a sponsoring
AD to bring a document to a telechat while holding a DISCUSS position.

It's also possible for the sponsoring AD to change the position from Yes
to DISCUSS during the processing. For example, if an AD notes a problem
but trusts the sponsoring AD's judgement on how to fix better than his/her
own, then the sponsoring AD may end up holding the DISCUSS for the issue.
Sometimes this is informal as a "I won't let this go until this is done"
promise, but it can be formal if the release of the document
with all positions at No-ob or Yes would otherwise happen.

(Resend of a message that was also sent to saag.)

Hello,

the W3C has chartered a new XML Security Working Group:

  http://www.w3.org/2008/xmlsec
  http://www.w3.org/2008/02/xmlsec-charter

The Group is tasked to take next steps with the XML Signature and
XML Encryption family of specifications, as discussed at the
workshop last September:

  http://www.w3.org/2007/xmlsec/ws/

If you're interested in this work and work for a W3C member
organization, please contact your Advisory Committee Representative.
If you don't know who that is, I'll be happy to make introductions.

If you're interested, but don't work for a W3C member organization,
please contact Frederick Hirsch (chair) and myself.

Thanks,
--

Hi, for some days there were no important changes in the
206bis draft (idnabis-test-tlds). The old stuff is in
essence as it was, with a minor update of .localhost to
cover IPv6, adding some fresh references (RFC 4343 etc.).

Is there anything you are missing ? If folks insist on
it ".uucp" could be added to the FAQ (appendix B), I'd
know where to find some old references for it. But the
point of the draft are reserved *test* + *example* TLDs,
and a IANA registry for more reservations (IETF review),
it's not a random collection of cruft.

 Frank
