Title : Common Alerting Protocol (CAP) based Data-Only Emergency Alerts using the Session Initiation Protocol (SIP)
	Author(s) : B. Rosen, et al.

	Pages : 17
	Date : 2010-10-25

The Common Alerting Protocol (CAP) is a document format for
exchanging emergency alerts and public warnings. CAP is mainly used
for conveying alerts and warnings between authorities and from
authorities to citizen/individuals. This document describes how
data-only emergency alerts allow devices to issue alerts using the
CAP document format.

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the Emergency Context Resolution with Internet Technologies Working Group of the IETF.

Title : Extensions to the Emergency Services Architecture for dealing with Unauthenticated and Unauthorized Devices
	Author(s) : H. Schulzrinne, et al.
	Filename : draft-ietf-ecrit-unauthenticated-access-01.txt
	Pages : 23
	Date : 2010-10-25

The IETF emergency services architecture assumes that the calling
device has acquired rights to use the access network or that no
authentication is required for the access network, such as for public
wireless access points. Subsequent protocol interactions, such as
obtaining location information, learning the address of the Public
Safety Answering Point (PSAP) and the emergency call itself are
largely decoupled from the underlying network access procedures.

In some cases, however, the device does not have these credentials
for network access, does not have a VoIP service provider, or the
credentials have become invalid, e.g., because the user has exhausted
their prepaid balance or the account has expired.

This document provides a problem statement, introduces terminology
and describes an extension for the base IETF emergency services
architecture to address these scenarios.

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the Emergency Context Resolution with Internet Technologies Working Group of the IETF.

Title : Public Safety Answering Point (PSAP) Callbacks
	Author(s) : H. Schulzrinne, et al.
	Filename : draft-ietf-ecrit-psap-callback-01.txt
	Pages : 18
	Date : 2010-10-25

After an emergency call is completed (either prematurely terminated
by the emergency caller or normally by the call-taker) it is possible
that the call-taker feels the need for further communication or for a
clarification. For example, the call may have been dropped by
accident without the call-taker having sufficient information about
the current situation of a wounded person. A call-taker may trigger
a callback towards the emergency caller using the contact information
provided with the initial emergency call. This callback could, under
certain circumstances, then be treated like any other call and as a
consequence, it may get blocked by authorization policies or may get
forwarded to an answering machine.

The IETF emergency services architecture addresses callbacks in a
limited fashion and thereby covers a couple of scenarios. This
document discusses some shortcomings and illustrates an extension.

Just checked the diffs.

In SP-18 it now says:
"SP-18 If a proxy is attempting to insert location but the UA conveyed
a location to it, the proxy MUST use the UA's location for routing in
the initial INVITE and MUST convey that location towards the PSAP."
The wording "for routing in the initial INVITE" do now seem to make sense.=
=20
Should it say "...the proxy MUST use the UA's location in the initial INVIT=
E for routing..."

In 9.3 item 4 it now says:
"In the absence of another spec(T), such proxies should =20
pass the header unmodified if and only if the connection between=
 =20
the proxy and the PSAP is, as far as the proxy can determine, =20
protected by TLS with mutual authentication using keys reliably =
=20
known by the parties, encrypted with no less strength than AES =
=20
and the local regulations governing the PSAP do not otherwise =20
           specify."
This is a long sentence - it seems understandable apart from the last part:
"and the local regulations governing the PSAP do not otherwise =20
           specify"
I am not sure what this is trying to say. One possible interpretation is th=
at the sentence is trying to say:
"In the absence of another spec(T) and except where regulations governing t=
he PSAP specify otherwise, such proxies should ...."

A New Internet-Draft is available from the on-line Internet-Drafts
directories.
This draft is a work item of the Emergency Context Resolution with
Internet Technologies Working Group of the IETF.

Title : Public Safety Answering Point (PSAP) Callbacks
	Author(s) : H. Schulzrinne, et al.
	Filename : draft-ietf-ecrit-psap-callback-01.txt
	Pages : 18
	Date : 2010-10-25

After an emergency call is completed (either prematurely terminated by
the emergency caller or normally by the call-taker) it is possible that
the call-taker feels the need for further communication or for a
clarification. For example, the call may have been dropped by accident
without the call-taker having sufficient information about the current
situation of a wounded person. A call-taker may trigger a callback
towards the emergency caller using the contact information provided with
the initial emergency call. This callback could, under certain
circumstances, then be treated like any other call and as a consequence,
it may get blocked by authorization policies or may get forwarded to an
answering machine.

The IETF emergency services architecture addresses callbacks in a
limited fashion and thereby covers a couple of scenarios. This document
discusses some shortcomings and illustrates an extension.

implementation to automatically retrieve the ASCII version of the
Internet-Draft.

A New Internet-Draft is available from the on-line Internet-Drafts
directories.
This draft is a work item of the Emergency Context Resolution with
Internet Technologies Working Group of the IETF.

Title : Extensions to the Emergency Services
Architecture for dealing with Unauthenticated and Unauthorized Devices

Hi all,

we have updated the "Common Alerting Protocol (CAP) based Data-Only
Emergency Alerts using the Session Initiation Protocol (SIP)"
https://datatracker.ietf.org/doc/draft-ietf-ecrit-data-only-ea/

The main part of the update brings the document inline with the NENA i3
stage 3 way of handling location information.

The diff is here:
http://tools.ietf.org/rfcdiff?url2=draft-ietf-ecrit-data-only-ea-01.txt

We believe that the document is ready for WGLC.

Ciao
Hannes

We have just had a raft of technically revised WG drafts posted that I do n=
ot remember any list discussion on the proposed changes whatsoever.

Could the authors of all these please justify the working group consensus b=
ehing all the technical changes they have made.

And in future could we have some postings to this list that start "I propos=
e that the next version of this document does this..." rather than a fait a=
ccompli.

regards

Hi Keith,

I talked about the proposed document changes at the previous IETF meeting
and was soliciting feedback. You were in the room, if I recall it correctly.

We crafted a proposals, as it is expected from the document authors.

As usual, I would appreciate your (technical) input as well.

Ciao
Hannes
