Hey HRPC folks--

RFC 8367 (see forwarded message below) is an April 1 RFC that pokes fun
at the mixture of rights-specific language and Internet Protocols.  In
particular, it focuses on language common to equal-opportunity and
anti-discrimination ordinances.

I find parts of the RFC funny, but i'm also a bit unsettled by the
context and tone -- there's an underlying implication of "isn't it
ridiculous to imagine that someone might think there are human rights
concerns associated with internet protocols?".  When i agree with some
fairly-straightforwad interpretation of an April 1st RFC (e.g. i
actually do think that the middleboxes should just pass the traffic and
not try to do deep packet inspection), or when one section seems
actually-reasonable while the other is farcical on its face (compare the
Recommendations for §3.3 and §3.2), i'm left wondering whether the joke
is on me. :/

if anyone is interested in scheming for a comparably facetious future
April 1st RFC staking out the opposite position (how many layers of
irony can the RFC editors endure?) please contact me off-list. :)

Hi Andrew and all,

We talked extensively about draft-tenoever-hrpc-association and came to
the conclusion that the problem lies in part '7. Discussion: The
Internet as an association'.

During the session I proposed to simply leave out this part so we can
continue the work on this draft, but while editing it I couldn't get
myself to simply remove that part. Essentially because it for me asks an
important question, and I am wondering whether I have been able to get
is across clearly, so this is my final attempt to see whether there is
anything useful in there.

The question is: Should there be any reasonable expectation for AS'es to
pass packets.

If you all think this is not a discussion worth having or a question
worth asking I am happy to remove it, but I do think it is an important
question, especially in the light of a consolidating architecture and
the 'death of transit' [0]

Not implementation report. The decision was made to keep the implementation
report separate. The draft new protocol elements should be small and
coherent if it's intended to be a set of recommendations for updates to
451. I think it would be better for the new protocol elements draft to link
to whatever research is done in the implementation report.

Dear HRPC,

After serving as a founding co-chair of HRPC, Niels ten Oever let us know
his interest in stepping down as co-chair, and this has just happened.

Please join me in thanking him for his energetic and knowledgeable
co-leadership.  He has assured Avri and me that he will be continuing as an
active participant in the RG.

It was a pleasure having you co-chair the HRPC group, it really set the
tone for the ambition and hard-work done in the group.

Some comments about the main recommendations in draft-andersdotter:=20

      SHOULD only store entire incoming IP addresses for as long as is
      necessary to provide the specific service requested by the user.

Med: This is implementation and deployment-specific. Not sure we can mand=
ate a server how to service users. =20

      SHOULD keep only the first two octets (of an IPv4 address) or the
      first three octets (of an IPv6 address) with remaining octets set
      to zero, when logging.

Med: A server can decide to follow this reco, but it will be difficult fo=
r the owner of the server to claim an abuse and help identifying responsi=
bilities. =20

Please note that RFC6302 ** does not recommend to log IP addresses** :.

   "It is RECOMMENDED as best current practice that Internet-facing
   servers logging incoming IP addresses from inbound IP traffic also
   log "

which means ** IF ** a server logs source IP address, then it has to log =
also the source port.=20

      SHOULD NOT store logs of incoming IP addresses from inbound
      traffic for longer than three days.

Med: It is out of the scope of the IETF to define the duration of logs. T=
his is country-specific.=20

      SHOULD NOT log unnecessary identifiers, such as source port
      number, time stamps, transport protocol numbers or destination
      port numbers.

Med: Not sure to understand this one. "unnecessary identifiers" is not cl=
ear. I prefer the current language in 6302 which identifies the minimum s=
et of information.=20

      SHOULD ensure adequate log access control, with suitable
      mechanisms for keeping track of which entity accesses logged
      identifiers, for what reason and at what time.

Med: I hear you, but this is out of scope of the IETF. Access rights to r=
etention data is well known and is not altered by the IETF specification.=

Thanks, but I don't fancy one more flame on privacy vs operational/security needs. However, given the subject, maybe you could also be interested in the intermediate approach that we like to adopt when logging IP addresses in DNS resolvers:

This does not remove the need to minimize data and destroy them as soon as possible, but adds one more data protection layer into the mix, so that pseudonymous analysis for operations and network security is possible with very limited privacy risks, while de-anonymized access is available through the appropriate company functions when actually necessary.
