Description of Working Group:

The email address has two parts, local part and domain part.
Email address internationalization must deal with both. This
working group's previous experimental efforts investigated the
use of UTF-8 as a general approach to email
internationalization. That approach is based on the use of an
SMTP extension to enable the use of UTF-8 in envelope address
local-parts, optionally in address domain-parts, and in mail
headers. The mail header contexts can include both addresses
and wherever existing protocols (e.g., RFC 2231) permit the use
of encoded-words.

All WG deliverables specified under the original charter,
particularly the experimental protocol specifications, have
been completed. The core specifications have been implemented
and interoperability tests performed. The WG is now being
rechartered to permit advancing revised versions of those
specifications and supporting documents into the standards
track.

As a result of implementation and testing experience, the WG
has concluded to drop the model of in-transit
downgrading that was a key part of the original effort.
In-transit downgrading approaches simply do not work well
enough and predictably enough to be worth the considerable
additional complexity that accompanies them. In particular,
dropping in-transit downgrading eliminates the need for the
first significant change to the syntax of an email address
since RFC 821 and 822 were published in 1982.

Work will therefore reflect a "no fallback" approach. That
approach provides a very minimal transition mechanism, but is
consistent with the long-term view that email with invalid
addresses or syntax should be rejected, rather than fixed up in
transit between submission servers and delivery servers.
Discoverable fallback addresses that could be applied before or
during message submission or after SMTP "final delivery" may be
investigated. The WG may also develop other materials to give
advice to implementers or operators. Those efforts may lead to
informational documents or best practices recommendations, but
are considered independent of the core documents. Work on them
will progress only under the condition that it not delay the
primary standards track specifications.

The WG believes that the lessons learned from implementation
and testing and removal of in-transit downgrading as a goal
eliminates all major areas of controversy about the core
specifications and should permit very rapid progress. Such
rapid progress is an explicit goal for the WG; issues resolved
in the past will not be revisited unless those who wish to do
so can demonstrate data, reasoning, or consequences that were
not considered earlier. At the same time, any attempt to
significantly extend an established and widely deployed set of
protocols may uncover new consequences or side effects that
need consideration and evaluation. If faced with a choice
between spending time on such new considerations, the WG will
favor getting things right over accelerating the schedule.

Deliverables

The following deliverables are foreseen in this charter. The WG
chairs may (re)structure the deliverables into specific
documents or document sets as needed. Adding or removing
documents other than those listed below as "Required" or
"Additional" will require a charter update.

Required Documents (these are the "core specifications"
referred to elsewhere)

* Overview and Framework for Internationalized
Email, replacing RFC 4952 (Informational or Proposed
Standard at IESG discretion once complete)

* UTF-8 SMTP extension specification, replacing RFC 5336
 (Proposed Standard)

* Header format specification, replacing RFC 5335 (Proposed
 Standard)

* Internationalized DSN specification, replacing RFC 5337
 (Proposed Standard)

* UTF-8 POP specification, replacing RFC 5721 (Proposed
 Standard)

* UTF-8 IMAP specification, replacing RFC 5738 (Proposed
 Standard)

Additional possible documents suggested. While milestones are
listed for most of these documents, they may be dropped by the
WG with the consent of the Responsible AD.

* Advice for MUA implementors (Informational or BCP)

* Advice for EAI deployment (Informational or BCP)

* Advice for non-ASCII and ASCII addresses for the same mailbox
 (Informational or BCP)

* Mailinglist (Informational or Standards Track, replacing
 draft-eai-mailinglist)

* Mailto (Proposed Standard, updating draft-duerst-mailto-bis
 to reflect internationalized addresses)

* Protocol extensions for RFC 4409 Submission Servers or
configuration advice for the MUA->Submission server interface.

I've asked Jiankang and Joseph to start working on scheduling
and an agenda for Maastricht. I expect to have a preliminary
draft of "framework" to YangWoo within the next week and posted
not long thereafter. Per earlier notes, other editors should
start assessing their availability and schedules and should get
back to myself, Joseph, and Jiankang with either commitments or
suggestions about alternate approaches (I will ask Jiankang to
start harassing people if we don't hear from them, but it would
be better to hear from them).

And, fwiw, I interpret asking a lot of questions about status as
volunteering to take on roles that would otherwise block
progress :-)

I know I haven't been here for very long, but could someone give me some =
kind of an URL/thread pointer to what the new goal is supposed to be =
like? The main thing I gathered from the agenda update was:

> Work will therefore reflect a "no fallback" approach. =20

=46rom what I understand, it means if the message has been sent in =
UTF-8, it means that's the way it's going to show up for client as well =
is going to be UTF-8, or otherwise it wouldn't have been accepted at =
all. Is that correct? That seems quite unrealistic, given IMAP's =
possibility of retrieving contents for many different clients. And =
especially if you think of what the currently most commonly used IMAP =
clients are. Did I miss something?

Personally I'm mostly interested in the IMAP part, but I'm not opposed =
to other parts of the specification either. I just don't really see what =
the problem is here. Why do people want to change something that has =
worked quite well for a decade or two?

BTW. I'll most likely be in Maastricht.

Unless you live in China or somewhere else you have to use a foreign script=
for your email address. (Just think if you had to type your address in Cy=

If the header's UTF-8, the rest of the body may as well be UTF-8, but most =

I'm a little confused about where we are right now (e.g., where
the "special requests" list ranks relative to the "first and
second priority" lists), but urnbis is a first priority conflict
for me (I'm chairing it). newprep is fairly close to first
priority for me because of the IDNA2008 relationship and
knowledge base. Patrik or Pete might be able to substitute for
me in newprep, but note that Pete is an author in EAI so that is
presumably a high-priority conflict for him too. And ftpbis is
a first priority conflict for Barry and me (he is chairing it
and, having pushed for it and done the first draft of the
charter, I'm pretty implicated). So, adding my list to Alexey's
and the list above, I get

First priority (in no particular order):
apparea iri morg sieve yam marf dnsext sasl dkim
hybi httpbis vwrap urnbis ftpbis "newprep"

Second Priority:
  enum smime dnsop vcarddav decade
all other APP area WGs and BOFs

I hope I'm wrong, but that long a conflict list may steer us
into a fairly inconvenient meeting time. Folks should plan
travel accordingly or try to defer locking down travel plans
until there is a fairly firm draft meeting agenda and schedule.

     john

Hi.

Just to synchronize...

Initial versions of RFC4952bis (Framework) and 5536bis (SMTP
extension) should be posted later today (at least "today" in my
time zone). Abel has committed to having 5535bis (Headers)
follow on Monday.

If people actually look at these, make specific comments as
appropriate, and stay focused, we should be able to have revised
versions of all three up before the posting deadline and an
agenda for Maastricht that focuses on specific outstanding
issues. My expectation is to be able to move 4952bis off to WG
Last Call and then to the IESG shortly after Maastricht (already
a few weeks late -- we had planned on being able to hand it off
before or during IETF 78) but I still hope we can converge very
quickly on it.

Note that 4952bis contains a number of questions to the WG about
what is wanted and how it should be organized. We will need
answers to those questions --ideally consensus answers-- to move
forward (even to a -01 draft). Silence will probably be taken
as consent to whatever the editors feel like doing (and we may
not tell you in advance).

The situation with the other documents is much less attractive:

	(1) draft-ietf-eai-mailinglist (a first charter
leftover) has been waiting for a revised version of the
draft since April 7. Randy? Pete?

	(2) We don't have editors clearly signed up for _any_ of
the other documents listed in the charter. We would
like to hear from folks very soon as to whether they are
willing to continue and to meet on the schedules shown
in the charter or, if not, how they suggest proceeding.

Everyone should be aware that, no matter how important this work
is, the WG cannot make progress (and probably won't last long)
if there are insufficient resources to complete it in a timely
fashion,

Finally, for those of you who have seen the preliminary
agenda/schedule for IETF78: Please don't make plans on the
assumption that EAI will remain in the Tuesday morning slot that
is now allocated. Scheduling is very tight and difficult this
time. As a WG that hasn't been getting a lot of work done, we
are extremely vunerable to cuts in the length of time allotted
and the time at which we are scheduled. We could easily end up
on Thursday or even on Friday afternoon. The main mechanism
for avoiding such moves in the future is to be really, visibly,
productive :-(

    john

	Filename : draft-ietf-eai-frmwrk-4952bis-00.txt

Full use of electronic mail throughout the world requires that,
subject to other constraints, people be able to use close variations
on their own names, written correctly in their own languages and
scripts, as mailbox names in email addresses. This document
introduces a series of specifications that define mechanisms and
protocol extensions needed to fully support internationalized email
addresses. These changes include an SMTP extension and extension of
email header syntax to accommodate UTF-8 data. The document set also
includes discussion of key assumptions and issues in deploying fully
internationalized email. This document is an update of RFC 4952 that
reflects additional issues identified since that document was
published.

Hello,

I have a few comments about draft-ietf-eai-rfc5336bis-00. I'm
posting them to EAI to get the discussion started.

Please change the Updates and references to RFC 5321 and RFC 5322.

In Section 3.1:

'The EHLO keyword value associated with this extension is
    "UTF8SMTPbis".'

I suggest dropping the "bis" and choosing something like "UTF8".

"Servers offering this extension MUST provide support for, and
    announce, the 8BITMIME extension [RFC1652]"

Please update the reference for RFC1652 to draft-ietf-yam-rfc1652bis-03.

In Section 3.2:

"If the original client submits a message to a Message Submission
Server ("MSA") [RFC4409], it is the responsibility of the MSA
that all domain labels are valid; otherwise, it is the original
    client's responsibility."

Is the "original client" a SMTP Client or a MUA?

"It may find an alternate route to the destination that permits
UTF8SMTPbis. That route may be discovered by trying alternate
Mail eXchanger (MX) hosts (using preference rules as specified in
RFC 2821) or using other means available to the SMTP-sender."

What is the SMTP-sender?

In Section 3.4:

'When messages are rejected for other reasons, such as
the MAIL command requiring an ASCII address, the response code 550 is
used with the meaning "mailbox unavailable".'

Is this a policy decision?

RFC 5336 registered the UTF8SMTP keyword. There should be a note in
the IANA Considerations Section to deprecate it.

-sm

I have asked that we defer the discussion of what keyword to
choose until near the end of our process. If we need to review
the reasons why a change is needed, that is open for discussion
now. But, if we are to change it, I believe we should do a late
binding on that decision (which affects Framework as well as
SMTP). There are two reasons:

(1) We could waste a lot of time on this now, only to almost
certainly have to revisit it later as someone shows up with a
better idea.

(2) Doing a late binding on the keyword will considerably lower
the odds that someone will implement to what they think we are
going to do, develop something that doesn't interoperate, but
still use the same keyword because they knew (at least) what
that was going to be.

For these and others, let's make sure we remember (the Nits
checker will presumably do that for us, but not actually make
changes until it is absolutely, 100%, clear that 1652bis will be
published. In particular note that, while it is in the RFC
Editor queue, it is stuck in MISSREF waiting on 5321bis and
5322bis, for neither of which there is even an active I-D yet (I
expect that will be cured for one or both before IETF 78, but
one should not count on that until it happens). Also note that
if the IESG, in its wisdom, approves
draft-housley-two-maturity-levels in the next month or two, the
YAM WG enters the "overtaken by events" stage and 5321bis and
5322bis (and probably even the supposedly-approved 1652bis)
become more effort than they are worth to finish. Having the
distinction of being the last full standards approved by the
IETF under a set of rules that are being phased out does not
seem to me to be likely to be treated by the responsible editors
as worth the trouble. That is, of course, just my opinion.

Sorry about that. I read your message and forgot about that when I

Agreed.

I don't know what will happen to the maturity levels. The MISSREF
could be cleared. The safe bet is to go with your approach.

I read draft-ietf-eai-frmwrk-4952bis-00. Section 11 is a good piece of work.

Hi Jiankang,

We may see the UTF8SMTP extension in two places, the MTA and the
MSA. The MSA can apply several fixes or checks to ensure that the
message going through MTAs are well-formed. I'll rewrite that
sentence in Section 3.2 with the word "MUA":

"If the MUA submits a message to a Message Submission Server
("MSA") [RFC4409], it is the responsibility of the MSA that
all domain labels are valid; otherwise, it is the MUA's
    responsibility."

Do we assume that all messages are submitted through a MSA? If so,
we can push all responsibility to the MSA. We then specify what
changes or verification should be done at the MSA.

If I recall correctly, the discussion was about the case where we
have two more MX hosts and not all of them supported the UTF8SMTP
extension. It should be SMTP Client instead of "SMTP-server".

We don't quite, but that can be worked around with a bit of hand
waving. For example, putting a sentence indicating that we are
treating the first entity that supports an SMTP interface to a
full-service SMTP server as an MSA, and describing it in those
terms, even if it is fully integrated with the sending MUA,
would probably get us past that problem (that wording is almost
certainly not exactly right, but some variation on it would
probably work).

Why: Message Submission Server ("MSA")
It would be easier to understand if it were
Message Submission Agent ("MSA") or
Message Submission Server ("MSS")

Provided that MSA is defined as John suggested, do we still

"MSA is responsible for the validity of all domain label."

MSA fulfills the responsibility by itself or by enforcing MUA
to do so on behalf of MSA. In either case, MSA is responsible.
