Hi,

draft-duerst-eai-mailto intends to obsolete RFC 6068, I'll
use 6068bis as a shorthand. In section 2 you write that
<addr-spec-enc> excludes the RFC 5322 <comment>.

I think you actually exclude <comment> *and* <FWS>, i.e.,
(1) you get rid of any <CFWS> or <FWS> in <domain-literal>
    by directly using "[" *dtext-no-obs "]"
(2) you get rid of any <CFWS> or <FWS> in any <dot-atom> on
both sides by directly using an encoded <dot-atom-text>
    with the name <dot-atom-text-enc>
(3) somehow <quoted-string-enc> avoids the <CFWS> before
and after <quoted-string>, and it avoids <FWS> within
    <quoted-string>

Points (1) and (2) already solve all CFWS issues in syntax.
For (3) this is also possible: As for (1) define a new
<qcontent-no-obs-enc> excluding <obs-qp> and <obs-qtext>.

After that 6068bis can improve what might be a subtle bug
in RFC 6068 1.3. While there is no CFWS or FWS in mailto:
URIs, a space in a <quoted-pair> is okay, but of course it
has to be encoded: mailto:%22joe%5C%20blogger%22@example

The last example in section 6.2 already covered that, but
a less convoluted <quoted-pair> example might be clearer,
"joe\ blogger"@example (ok.), "joe blogger"@example (bad).

If the latter is really "bad" in RFC 5322, section 3.2.4
can be improved in 5322bis. But it is certainly "bad" in
6068 and 6068bis, no matter what 5322 says or doesn't say.

The idnits tool wants a fresher boilerplate, that could be
about s/BSD/simplified BSD/. Please insert the four lost
spaces in the last line of <dtext-no-obs> again.

Looking at the diff you replaced most (but not all) URI by
URI/IRI. That is rather ugly, why not limit the IRI stuff
to the i18n section and the introduction, and then focus
on URIs as it was?

Please split section 2 in three parts: The syntax, 2.1 for
prose affecting <addr-spec-enc>, 2.2 for <hfvalue> prose:

The last statement about "#" in <hfvalue> (= proposed 2.2)
also affects any "#" in <addr-spec-enc> (= proposed 2.1),
without these sub-sections that is not completely obvious.

It would be also clearer to move some <qchar> prose to 2.2,
where it does not affect <addr-spec>, e.g., I think that
"&", ";", and "=" do not need to be percent-encoded before
the query part (= outside of <qchar>).

There is no <path> in mailto: URIs, please add "/" and "?"
to <some-delims> (= does not require percent-encoding).

OTOH I fear that a "@" within <quoted-string-enc> MUST be
encoded. The encoding requirements in 2.1 and 2.2 should
be slightly different and discussed separately.

The use of <xxx-enc> instead of <xxx> for some 5332 <xxx>
terms is a very good idea.

-Frank

All,

Below are consensus statement following the discussion thread UTF-8 in =
Message-IDs whether allowing UTF-8 or not:

Message-ID can contain UTF-8 encodings in both formal syntax (ABNF) and =
general text.

----
Some note and observation
(1) There may be hiccups during transition period, but no convincing =
cases demonstrating Internet or Email will be "broken badly"
(2) With encouragement of using domain as value of id-right in practice, =
the WG majority preference (from past discussion, not just the email =
thread mentioned above) is using U-label rather than A-label
(3) Regarding the concern of leak, maybe we want to add some RECOMMEND =
text for MAIL FROM (or EAI capable MTA) check? [personal opinion]
(4) The "SHOULD NOT use ASCII" could be used in advice doc explaining =
the advantage of being more conservative [this is personal opinion, not =

Again, sorry that I can't send this early enough.

Did you get #4 wrong? Is that supposed to read

     SHOULD NOT use UTF-8

Yes, my mistake.

Thanks for noticing that.

Revised #4
(4) The "SHOULD NOT use UTF-8" could be used in advice doc explaining
the advantage of being more conservative [this is personal opinion,

With the understanding that this should not affect the consensus
call results, could people clarify which "advice document" they
have in mind? From a quick look at the charter, there are four
possibilities:

(1) Reopen draft-ietf-eai-frmwrk-4952bis (now in the RFC Editor
queue) and put text there.

(2) Advice for non-ASCII & ASCII addresses
(3) Advice for MUA implementors
(4) Advice for EAI deployment

Note that no I-Ds for any of the last three documents have been
posted, indeed, the WG hasn't made a formal decision to move
forward with any (much less all) of them. We have decided to
not make that decision until the protocol documents are under
control and we can appraise how much actual energy there is to
complete the work.

Shawn (and others),

I'm asking for two main reasons:

(1) I think there is a real possibility that the "advice"
documents will get lost, or at least deferred for a long time,
after we extrapolate from current levels of activity in the WG
to the likelihood of taking on new documents and getting them
done in a reasonable period. IMO, the odds go up somewhat if we
handle those documents as Applicability Statements and can get
WG and IESG consensus for publishing versions at Proposed
Standard without broad consensus that all issues have been
addressed and all nits picked, but I don't know how realistic
that is. In any event, if the WG decides that the text should
go into an "advice document" that has not yet been put on the
agenda, we need to be prepared to abandon that text if the WG
shuts down before that advice document is published.

(2) There has been a brief discussion of another option, which
would be to attach this sort of material as an appendix to
5335bis. That has several disadvantages, including some risk of
5335bis being delayed while we quibble about text.

FWIW, my personal view is that we should narrow 5335bis and
5336bis as much as possible in the interest of getting agreement
and getting them out, but that is not a co-chair opinion. Given
the risk of losing the material, I do not believe the co-chairs
or author team should make the decision without an opportunity
for advice from the WG.

Just in case we put a text like this in (I don't mind one way or
another), please remove "minor".

A New Internet-Draft is available from the on-line Internet-Drafts director=
ies. This draft is a work item of the Email Address Internationalization Wo=
rking Group of the IETF.

	Title : Internationalized Email Headers
	Author(s) : Abel Yang
                          Shawn Steele
                          Ned Freed
	Filename : draft-ietf-eai-rfc5335bis-12.txt
	Pages : 13
	Date : 2011-09-18

Internet mail was originally limited to 7-bit ASCII. MIME added
support for the use of 8-bit character sets in body parts, and also
defined an encoded-word construct so other character sets could be
used in certain header field values. But full internationalization
of electronic mail requires additional enhancements to allow the use
of Unicode, including characters outside the ASCII repertoire, in
mail addresses as well as direct use of Unicode in header fields like
From:, To:, and Subject:, without requiring the use of complex
encoded-word constructs. This document specifies an enhancement to
the Internet Message Format that allows use of Unicode in mail
addresses and most header field content.

#11: Capture the scenario of "SHOULD not use UTF-8 in Message-ID" for future
advice draft

The "SHOULD NOT use UTF-8" could be used in advice doc explaining the
 advantage of being more conservative

"Implementers of message-id generation algorithms may prefer to restrain
their output to ASCII since that has a few minor advantages, such as when
constructing References fields in mailing-list threads where some senders
 use EAI and others not."

A slightly different version of this text has already been added to 5335bis
(and noted in the change list). However, I used a MAY, not a SHOULD.

I looked over the draft, and this language made me very uncomfortable.

The reason is that -- once again -- it has this draft trying to juggle a hybrid
(UTF-8/ASCII-only) world, rather than a much simpler UTF-8 only world. Indeed,
the language that results looks awkward.

A simple question is why this juggling is appropriate here but not in the rest
of the core drafts, including this one?

For the situations that need this special treatment, why do they /not/ also need
it for all other occurrences of UTF-8. And in answering that question, consider
whether those are edge conditions or likely to be typical.

I don't see why. It's a fact that using 8-bit utf-8 in message-ids (1) isn't
really necessary and (2) creates a situation where replies are forced to be EAI
messages when otherwise they may not have needed to be. Saying that generators
of such fields need to be aware of the consequences seems completely reasonable
to me, and it also aligns quite well with the nearby sections on line limits,
encoded words, and encoding restrictions, all of which have very much the same
overall character as this.

No, it really isn't doing that.

Since the juggling you refer to is in fact nonexistent, this question is
unanswerable.

> For the situations that need this special treatment, why do they /not/ also need
> it for all other occurrences of UTF-8.

Because they aren't comparable cases. Again, there is no real need to generate
utf-8 message-ids - these are fields for automatic processing, not presentation
to the user. The same cannot be said for addresses, subject fields, etc. etc.
And yes, there are other automatically processed fields where we're now
allowing 8-bit utf-8, but AFAIK none of them have the additional cascading
effect message-ids have. (And if someone can identify additional cases they
should also be noted in this specification.)

In short, this is a special case, one that arises from a combination of
factors, and for that reason it's worth noting.

> And in answering that question, consider
> whether those are edge conditions or likely to be typical.

The message-id issue is most certainly going to create issues for clients.

The technical problems of "folks want to use local parts in their
scripts and languages" vs. "messages need a unique part to form a
globally unique message ID" are _technically_ unrelated.

That unique@ and local@ are _historically_ almost the same syntax
has no _technical_ reason I'm aware of. Besides you would know it
better. For the purposes of NetNews message IDs are as important
as say IP for the purposes of TCP.

That's as simple as 1-2-3. Don't waste time with MAYs or SHOULDs,
anything below a MUST is "broken by design", details don't matter,
or make it worse.

Exactly. The syntax may be similar but the semantics are very, very different.

The reason is pretty simple: Parsimony. Why invent additional syntax
when you don't need it?

That's what the previous versions did but the consensus call went against you
on that. Deal with it.

Hi Frank,

The recent WG rough consensus agreed to allow UTF-8 in Message-ID. =20

When we look into EAI advice draft in future, would you be interest to =
write about advice dealing with NNTP, or better (IMHO), look into -bis =
or extension RFC for NNTP in a new WG/BOF?

Thanks
Joseph, co-chair of EAI

IMO this does not harm, and I'd rather not have this topic delay the doc. =
To me this paragraph might make you think about choosing ids when you do so=

Well, "somebody" would have to fix RFC 5538 section 6 at some
point in time, or submit a "post facto erratum", if that is the
correct Latin for this nit. Generally I don't expect any new
NNTP efforts before say 2020, so that is no big problem at the
moment. Gateway operators are used to the idea that they have
to do something with Message-IDs, and while UTF-8 makes this
job more interesting it won't be completely different. Maybe
they'll simply reject message/global.

For a new USEFOR effort it's similar, the last round took more
than one decade; folks remotely interested in this topic are
likely not tempted to revisit it in this decade. In theory I
should revive my old SPF EAI draft, but with UTF-8 message IDs
there are greener pastures from my POV, FNV hashes, 4408bis,
UTF-4, SCRAM-MD5, or some non-IETF stuff I'm interested in.

For EAI-2011 I first want to see if it gets traction before I
care about the consequences (excl. RFC 5538 and mailto-bis).

Kind regards,
 Frank

Practical Mail->News gateways have to do all sorts of gross stuff due
to news systems enforcing syntax rules more strictly than mail
systems. Munging message IDs would not be any worse than what they do
now.

Although I understand the rationale for wanting ASCII message IDs in
mail to make non-EAI replies easier, I'm having trouble imagining
plausible scenarios in which it would make a difference.

Scenario 1: A sends B an EAI message. B replies, and somehow manages
to leave out all the elements that made A's message need EAI. This
suggests that A and B both have ASCII addresses, A's message was cc'ed
to EAI recipient C who B leaves out of the reply, or something like
that. Yes, it could happen, but it doesn't impress me as likely
enough to be a design point.

Scenario 2: A sends B an EAI message, something in the path uses local
knowledge to downgrade the message to ASCII. But if it's going to
rewrite all the other headers, it can rewrite the message-ID, too.

So I'm OK with it being a MAY, but it doesn't seem worth much effort.
It's also one of those things where no matter what we say, MUAs and
MTAs will make them UTF-8 anyway.

R's,
John

I somewhat agree and somewhat disagree. Replies to subsets of recipients are
very common. And my suspicion is that initially at least EAI usage will mostly
be in the extended address area. So I think sort of thing will come up a fair
bit.

OTOH, since the original message sent to these ASCII address recipients was EAI
and for good reason, what's the real value in being able to send a non-EAI
reply? For this to be useful there has to be some sort of routing difference
between B and A as senders involving non-EAI-capable systems. This, I think is
what makes this case obscure and not really worth worrying about.

Maybe, maybe not. It depends on whether or not it's an algorithmic rewrite or
not. Having to keep a mapping database is expensive.

Agreed on both points.

Folks,

Can we avoid looping back through this entire discussion again?

While I happen to agree with Ned's explanation of the scenarios,
the important thing is that we have been through them before.

We know that there are some edge-case scenarios in which replies
to messages that require EAI facilities only because UTF-8 can
end up in slightly funny states We know that gateways to other
environments (netnews excluded but by no means exclusively) tend
to exhibit more sensitivity to changes than would occur in a
more perfect world. Trying to base normative text on how often
those cases will arise and how much pain they will cause --
beyond knowing that the values are non-zero -- requires ability
to predict the future with good accuracy, which is a skill I
haven't observed in the WG or the IETF generally.

Joseph has announced consensus around permitting UTF-8 in
message headers. It seems to me that Ned's text reflects that
consensus, including pointing out that systems may want to pay
special attention to those edge cases.

Unless people think this is important enough to (further) stall
progress and have new things to add to the prior case analyses
and positions, can we move on?

   john

I read all three, 5335bis and 5337bis are ready to go.

With some trepidation, I ask one question about 5336bis:

In section 3.2, third paragraph, it still says that without EAI, the
client "... MUST NOT transmit a mail message containing
internationalized mail headers as described in [RFC5335bis] at any
level within its MIME structure ...". Back in March, we discussed
this and I was under the impression we agreed to remove the
requirement that you need EAI to send a message/global MIME part. See
the messages around this one:

 http://www.ietf.org/mail-archive/web/ima/current/msg04078.html

My goal is not to reopen the can of worms, but to clarify whether

A) we didn't agree to the change and the current wording is OK, or

B) we did agree to the change, and the draft should delete the "at
any level" language.

R's,
John

John,

I will, as usual, leave responses and determinations about WG
consensus to Joseph, but let me review one aspect of that
discussion (treating "8bit" as "having one or more octets with
the high-order bit turned on):

-- Absent an extension that specifies otherwise, RFC
5321 rather explicitly forbids transport of 8bit
	material.

-- Absent some change somewhere, RFC 5322 does not
permit any header field to contain 8bit characters

-- It is well outside this WG's scope to change the
specifications for, or behavior of, programs that
interoperate by virtue of strict conformance to 5321
	and/or 5322. A spec that encourages/ authorizes sending
programs to violate those specs violates that scope
	principle (if nothing else).

-- message/global perhaps use of 8bit material in
	headers.

I think the implication of this is that, even if the WG decided
to permit message/global without an SMTP extension, removal of
the sentence would not be sufficient. We would, at a minimum,
need a Security Considerations explanation of the possible
risks, if any, of violating those 5321/5322 rules and probably
some discussion, somewhere, of interoperability issues
associated with the change.

Just IMO.

But any content transfer encoding is permitted for message/global parts,
so this isn't a problem.

But this restriction does not apply to MIME parts.

5335bis has lots of text describing how to send message/global parts to
7bit systems, which is not consistent with forbidding internationalized
headers at any level within the MIME structure of messages sent to servers
that don't support UTF8SMTPbis.

Sorry. I should not have said anything ... I certainly do not
want to restart the discussion. Because of how I read the MIME
spec, I am not comfortable with the above statement, but that is
one form of the discussion the WG had some months ago.
