Working group members:

Since there has been mediocre progress since the last IETF meeting,
we are not asking for a slot at the DC IETF meeting. There should be
at least a major update to the IPDV draft and a final, or near-final,
loss patterns draft (with the few changes suggested at the last IETF)
out this week, however. We invite you to comment here and directly
with the authors. If anyone sees a need for a meeting in DC, please
contact us.

It is our intent to push to complete the IPDV metric, the loss
patterns metric, and a bulk transfer capacity metric, and also a
"best current practices" (quotes because it may or may not be in the
BCP series) for the delay and loss metrics. If there is little
(or no) progress, however, the working group will likely become
dormant. It would be revived to advance metrics up the standards
track.

Both of us will be at the DC IETF and available for informal meetings;
feel free to contact either of us at the meeting or via email.

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the IP Performance Metrics Working Group of the IETF.

Title : Instantaneous Packet Delay Variation Metric for IPPM
	Author(s)	: C. Demichelis, P. Chimento
	Filename	: draft-ietf-ippm-ipdv-04.txt
	Pages : 20
	Date : 21-Oct-99

This memo refers to a metric for variation in delay of packets across
Internet paths. The metric is based on statistics of the difference
in One-Way-Delay of consecutive packets. This particular definition
of variation is called 'Instantaneous Packet Delay Variation (ipdv)'.

The metric is valid for measurements between two hosts both in the
case that they have synchronized clocks and in the case that they are
not synchronized. In the second case it allows an evaluation of the
reciprocal skew. Measurements performed on both directions (Two-ways
measurements) allow a better estimation of clock differences. The
precision that can be obtained is evaluated.

NOTE:	The mail server at ietf.org can return the document in
MIME-encoded form by using the "mpack" utility. To use this
feature, insert the command "ENCODING mime" before the "FILE"
command. To decode the response(s), you will need "munpack" or
a MIME-compliant mail reader. Different MIME-compliant mail readers
exhibit different behavior, especially when dealing with
"multipart" MIME messages (i.e. documents which have been split
up into multiple messages), so check your local documentation on
	how to manipulate these messages.

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the IP Performance Metrics Working Group of the IETF.

Title : One-way Loss Pattern Sample Metrics
	Author(s)	: R. Koodli, R. Ravikanth
	Filename	: draft-ietf-ippm-loss-pattern-02.txt
	Pages : 9
	Date : 26-Oct-99

The Internet exhibits certain specific types of behavior (e.g., bursty
packet loss) that can affect the performance seen by the users as
well as the operators. Currently, the focus has been on specifying
base metrics such as delay, loss and connectivity under the
framework described in [frame-work]. It would be useful to capture
specific Internet behaviors under the umbrella of IPPM framework,
specifying new concepts while reusing existing guidelines as much as
possible. This draft proposes the use of 'derived metrics' to
accomplish this, specifically providing means for capturing the loss
pattern on the Internet.

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the IP Performance Metrics Working Group of the IETF.

Title : Empirical Bulk Transfer Capacity
	Author(s)	: M. Mathis, M. Allman
	Filename	: draft-ietf-ippm-btc-framework-02.txt
	Pages : 9
	Date : 27-Oct-99

Bulk Transport Capacity (BTC) is a measure of a network's ability to
transfer significant quantities of data with a single
congestion-aware transport connection (e.g., TCP). The intuitive
definition of BTC is the expected long term average data rate (bits
per second) of a single ideal TCP implementation over the path in
question. However, there are many congestion control algorithms
(and hence transport implementations) permitted by IETF standards.
This diversity in transport algorithms creates a difficulty for
standardizing BTC metrics because the allowed diversity is
sufficient to lead to situations where different implementations
will yield non-comparable measures -- and potentially fail the
formal tests for being a metric.
This document defines a framework for standardizing multiple BTC
metrics that parallel the permitted transport diversity. Two
approaches are used. First, each BTC metric must be much more
tightly specified than the typical IETF protocol. Pseudo-code or
reference implementations are expected to be the norm. Second, each
BTC methodology is expected to collect some ancillary metrics which
are potentially useful to support analytical models of BTC.
