After past successful PROMS conferences held in Berlin, Salzburg,
Madrid, and Santiago de Chile now we cordially invite you to
Cracow/Poland, a lovely university city, with a 1000 year history, today

one of cultural capitals of Europe.

Emerging broadband interactive applications along with a development of
different networking technologies should draw telecom operators' and
service providers' attention to protocols supporting multimedia systems
as an interface between these two environments that has to be still
investigated and modified.

The PROMS2000 conference is intended to contribute to a scientific,
strategical and practical cooperation between research institutes and
industrial companies in the area of distributed multimedia applications,

protocols, and intelligent management tools, with emphasis on their
provision over broadband networks.

PROMS2000 will cover papers and demonstrations on research and

VENUE
Its history rooted deep in the Middle Ages, Cracow, is the most
celebrated city in Poland. UNESCO has added its architectural complex to

the World Heritage List. Cracow's appeal today, however, is no longer
attributable solely to the beauty of its medieval architecture, but to
its strong scientific potential for applied research and development.

The PROMS2000 Conference will be held on the modern premises of the
Department of Telecommunications within walking distance of both the
downtown area and hotels. Direct flights to Cracow are available to and
from Chicago, Copenhagen, New York, Toronto, Frankfurt, London, Paris,
Rome, Tel Aviv, Vienna and Zurich.

General Information
^^^^^^^^^^^^^^^^^^^
Security in computer systems and networks is emerging as one of the most
challenging research areas for the future. The main aim of the school is
to offer a good spectrum of current research in foundations of security,
ranging from programming languages to analysis of protocols, that can
be of help for graduate students or young researchers that intend to
approach the field.
The school covers two weeks (from monday 18 to saturday 30, september 2000)
and alternates four lecturers per week on monographic courses  of about
6/8 hours each. Saturdays are reserved for presentations given by those
participants that intend to take advantage of the audience for discussing
their current research in the area.
The school is organised at the Centro Residenziale Universitario of the
University of Bologna, situated in Bertinoro, a small village on a scenic
hill with a wonderful panorama, in between Forli' and Cesena (about 50
miles south-east of Bologna, 15 miles from the Adriatic sea).

A limited amount of grants will be provided to cover part of the expenses.
Applications are pending to EU for european young researchers and to
UNESCO-ROSTE for prospective participants from East European and South

Accommodation and Registration fees

Accommodation fee is 750 Euro and covers costs for the
whole period in single room, half board (breakfast and lunch).

lecturers.

<bigger><bold>Minitrack-1:  Mobile Ad-hoc Networking

</bigger></bold>		

Mobile ad hoc networking is an emerging technology that supports 
self-organizing, mobile networking infrastructures. The technology enables an 
autonomous system of mobile nodes, which can operate in isolation or be 
connected to the greater Internet. A Mobile ad-hoc network is a system of 
wireless mobile nodes dynamically self-organising in arbitrary and temporary 
network topologies. Mobile ad hoc networks (Manets) are designed to operate in 
widely varying environments, from military networks with hundreds of nodes to 
applications of low-power sensor networks and other embedded systems. Before 
Manet technology can be easily deployed, however, improvements must be made in 
such areas as: wireless technologies, location and configuration management, 
addressing and routing, interoperability, and security.


We encourage papers on topics including, but not limited to the following: 


  resource and information management, 

  self-organising network architectures and protocols, 

  Routing in ad hoc networks 

  GPS based addressing and routing. 

  experimental and prototype results, 

  analysis and simulation of mobile networking protocols, 

  power management, 

  wireless local area networks 

  Multiple access schemes 

  security and authentication, 

  scalability for mobile ad-hoc networks

After past successful PROMS conferences held in Berlin, Salzburg,
Madrid, and Santiago de Chile now we cordially invite you to
Cracow/Poland, a lovely university city, with a 1000 year history, today
one of cultural capitals of Europe.

Emerging broadband interactive applications along with a development of
different networking technologies should draw telecom operators' and
service providers' attention to protocols supporting multimedia systems
as an interface between these two environments that has to be still
investigated and modified.

The PROMS2000 conference is intended to contribute to a scientific,
strategical and practical cooperation between research institutes and
industrial companies in the area of distributed multimedia applications,
protocols, and intelligent management tools, with emphasis on their
provision over broadband networks.

PROMS2000 will cover papers and demonstrations on research and

* definition, provisioning, and supervision of QoS parameters for

The PROMS2000 Conference will be held on the modern premises of the
Department of Telecommunications within walking distance of both the

Rome, Tel Aviv, Vienna and Zurich.

Hi all,

I've read a few days ago about the US government disabling the
Selective Availability feature on civilian code GPS system (that
provided an artificial error in measured location). Because some routing
algorithms are using GPS information I think this can be good news for
these algorithms.

I'd like to know if this is really true (I was not able to track it
down) and if true, the expected location precision.

Clinton Unscrambles GPS Signals

12:50 p.m. May. 1, 2000 PDT

WASHINGTON -- President Clinton on Monday gave the go-ahead for letting
boaters, motorists, and hikers use a satellite-navigation system with
the same pinpoint accuracy as the military has long enjoyed.

Clinton ordered that at 8 p.m., EDT on Monday night, the U.S. military
stop intentionally scrambling the satellite signals used by civilians to
improve the accuracy of Global Position System receivers tenfold.

The decision, based on four years of deliberations, is likely to be a
boon to the GPS industry, which is already expected to double in the
next three years, from $8 billion to more than $16 billion.

The possibilities for increased commercial use are wide: air, road,
rail, and marine navigation, precision agriculture and mining, oil
exploration, telecommunications, electronic data transfer, construction,
recreation, and emergency response.

Consumers who have bought GPS receivers for boats, cars, or recreation
will find that they are 10 times more accurate when the military ceases
disruption of the signal beamed down from orbiting GPS satellites. The
White House said it should generate greater acceptance of the system.

"In plain English, we are unscrambling the GPS signal," said White House
science adviser Neal Lane. "It's rare that someone can press a button
and make something you own instantly more valuable, but that's exactly
what's going to happen today."

"This is a very significant step forward in furthering the worldwide
utility of GPS for peaceful civil, commercial, and scientific pursuits,"
he said.

Emergency teams responding to a crisis will be able to determine what
side of the highway they must respond to, saving precious minutes.

Currently, a GPS-based car navigation could give the location of the
vehicle to within 100 yards, a problem where multiple highways run in
parallel. The signal change will eliminate these problems and possibly
lead to greater consumer confidence in these devices.

Outdoor enthusiasts already use GPS but the greater accuracy will
provide accuracy of 20 or better, allowing hikers, campers and hunters
to navigate their way through unmarked wilderness terrain.

In fact, the White House said, the accuracy of GPS will exceed the
resolution of U.S. Geological Survey topographical quad maps.

Recreational boaters will enjoy safer, more accurate navigation around
sandbars and rocks. Fishing aficionados will find more quickly a good
fishing hole on lakes and rivers, and commercial lobster boats will find
it easier to recover their traps.

The GPS system is a product of super-reliable atomic clocks that emerged
from Nobel prize-winning physics. It can calculate position, velocity,
and time anywhere on the globe, any time of the day or night, in any
kind of weather.

Artificial errors intentionally have been introduced into the satellite
signals for years for national security reasons, giving the military a
far more accurate system than civilians.

Lane told reporters the military would be able to scramble the signals
on a regional basis should it need to do so for national security
reasons.

STATEMENT BY THE PRESIDENT REGARDING THE UNITED STATES? DECISION TO STOP
DEGRADING GLOBAL POSITIONING SYSTEM ACCURACY

Today, I am pleased to announce that the United States will stop the
intentional degradation of the Global Positioning System (GPS) signals
available to the public beginning at midnight tonight.  We call this
degradation feature Selective Availability (SA). This will mean that
civilian users of GPS will be able to pinpoint locations up to ten times
more accurately than they do now.  GPS is a dual-use, satellite-based
system that provides accurate location and timing data to users
worldwide. My March 1996 Presidential Decision Directive included in the
goals for GPS to: ?encourage acceptance and integration of GPS into
peaceful civil, commercial and scientific applications worldwide; and to
encourage private sector investment in and use of U.S. GPS technologies
and services.?  To meet these goals, I committed the U.S. to
discontinuing the use of SA by 2006 with an annual assessment of its
continued use beginning this year.

The decision to discontinue SA is the latest measure in an on-going
effort to make GPS more responsive to civil and commercial users
worldwide.  Last year, Vice President Gore announced our plans to
modernize GPS by adding two new civilian signals to enhance the civil
and commercial service.  This initiative is on-track and the budget
further advances modernization by incorporating some of the new features
on up to 18 additional satellites that are already awaiting launch or
are in production.  We will continue to provide all of these
capabilities to worldwide users free of charge.

My decision to discontinue SA was based upon a recommendation by the
Secretary of Defense in coordination with the Departments of State,
Transportation, Commerce, the Director of Central Intelligence, and
other Executive Branch Departments and Agencies.  They realized that
worldwide transportation safety, scientific, and commercial interests
could best be served by discontinuation of SA.  Along with our
commitment to enhance GPS for peaceful applications, my administration
is committed to preserving fully the military utility of GPS.  The
decision to discontinue SA is coupled with our continuing efforts to
upgrade the military utility of our systems that use GPS, and is
supported by threat assessments which conclude that setting SA to zero
at this time would have minimal impact on national security.
Additionally, we have demonstrated the capability to selectively deny
GPS signals on a regional basis when our national security is
threatened.  This regional approach to denying navigation services is
consistent with the 1996 plan to discontinue the degradation of civil
and commercial GPS service globally through the SA technique.

Originally developed by the Department of Defense as a military system,
GPS has become a global utility.  It benefits users around the world in
many different applications, including air, road, marine, and rail
navigation, telecommunications, emergency response, oil exploration,
mining, and many more.  Civilian users will realize a dramatic
improvement in GPS accuracy with the discontinuation of SA.  For
example, emergency teams responding to a cry for help can now determine
what side of the highway they must respond to, thereby saving precious
minutes.  This increase in accuracy will allow new GPS applications to
emerge and continue to enhance the lives of people around the world.

SCOPE

Emerging optical technologies, together with the rapid growth of the
Internet, are fueling an increasing amount of research in the field of 
optical networks.  A new optical network layer is evolving which focuses 
on providing advanced optical capabilities, such as optical
reconfiguration, 
wavelength provisioning, and all-optical protection and restoration.  New 
network protocols and architectures, in local, metropolitan, and long-haul
environments, must be developed in order to fully utilize this emerging 
optical layer, and to create an efficient optical network that may
provide a wide variety of services to end users.  This conference 
provides a forum for researchers and developers from universities and 
industry to openly exchange information and to discuss the technical and 
commercial development of optical network technologies, architectures, 
protocols, and applications.  

Topics:

Papers are solicited in all research and applied areas related to
optical networking including, but not limited to:

   * IP over WDM
   * optical switching technologies
   * optical protection and restoration
   * network management and control
   * optical resource provisioning
   * quality of service (QoS) in optical networks
   * optical WDM and TDM networks
   * architectures and protocols 
   * optical network applications
   * optical infrastructures
   * network performance

SUBMISSION INSTRUCTIONS

Authors are invited to submit full papers of up to 20 pages. 
Accepted papers will appear in the conference proceedings, and 
papers of particular merit will be selected for journal publication.  
Student travel grants will be awarded for the top student papers.
Extended abstracts of up to 5 pages are solicited for presentation 
in poster sessions.  Submissions should be submitted electronically
in Postscript or PDF format to jjue@utdallas.edu.

Final manuscript due:       August 7, 2000

Title:       Optical networks and the next generation computer 
             pplications

Description: The goal of this panel is to illuminate the requirements 
             posed to optical networks by end users and computer system 
             manufacturers.  The long term goal is to align all sides at 
             the computer and optical network needs. At some level, to 
             deal with the computer to optical network interface needs 
             consideration. The optical network sets requirements on 
             computers to deal with the higher speeds. This in turn will 
             likely mean that optical networks will need to behave more 
             like computer interconnects than networks. 

Title:       Metro Telecom Markets and Technologies
Moderator:   Rohit Sharma, Optical Networks
Description: SONET, since its introduction in late 80's, has been the 
             dominant standard for transport of voice and data services. 
             In today's telecom networks, esp. in the metropolitan areas, 
             high bandwidth data services such as Gigabit Ethernet and 
             Fibre Channel are more efficiently carried in their native 
             format directly over fiber networks.  The rapid adoption 
             of these protocols and services utilizing these protocols 
             demands a flexible, dynamic, and service-transparent optical 
             transport layer in metro networks. The task of engineering 
             metro optical networks becomes even more challenging with 
             the expected introduction of 10 Gigabit Ethernet and higher 
             rate Fibre Channel solutions. Representatives from leading 
             optical networking companies, carriers and communications 
             solution providers, as well as leading analysts from the 
             investment community and venture capital firms will 
             participate in a discussion to evaluate the challenges posed 
             by the new requirements placed on the metro networks and the 
             opportunities available to companies delivering new 
             technologies and solutions in this vibrant market. 

Title:       The Optical Value Proposition: What Do Investors Want?
Moderator:   Matthew G. Rigby, Gerson Lehrman Group
Description: An increasing demand for bandwidth, accelerating innovation 
             in optics to meet that demand, and a robust investment 
             environment are combining to form incredible value for 
             companies, investors and customers in the optical industry. 
             Start-ups in this field are popping up all over the country, 
             and entirely new geographical corridors of innovation (such 
             as Richardson) are developing rapidly.  Investors are having 
             a difficult time staying on top of these developments.  They 
             must first find these new companies (or vice versa), quickly 
             understand the market opportunity and the technology, get to 
             know the team and perform the necessary due diligence, and 
             coordinate the transaction.  Entrepreneurs are often now 
             looking for more than just money for their start-up. They 
             want very high quality financial, legal and strategic advice.
             In this complicated optical industry environment, for what 
             are investors looking when they assess public and private 
             companies? How do they look at the technologies, the people 
             involved, and the problems being solved?  What do they want 
             to see in a potential distribution channel?  How do they

One should note that there are several errors in the GPS error budget;
selective availability is only one of them.

The meta-error is that GPS lacks inherent integrity.  Like other navigation
systems it can provide bad data and advertise it as good.

Within the error budget, we have five causes in addition to selective
availability:
 - ephemeris errors.  The satellites aren't quite where they were predicted
to be.
 - clock drift.  The Cesiums do indeed drift; they are observed by USNO and
they post the data to their web page.
 - ionospheric error.  Distortion of the signal as it transits the ionosphere.
 - tropospheric error.  Ditto for troposphere.
 - receiver noise.  The largest component here is usually multipath which
is always bad in radionav systems.
 - selective availability can be lumped in with the rest of these.

For navigation purposes, there still is compelling logic to differential
GPS -- it fixes all of the above list -- especially including integrity --
except for receiver noise.

Most of the list is not terribly critical for time users -- many average
out over time and you don't need the low altitude satellites for that
purpose (where most of the tropo error lies).  So turning off S/A does
indeed make that nuisance go away.

Enclosed is a Call for Papers for a special issue of The ATMTU 2000 =
Symposium.=20

The Symposium will be devoted to exchange of experiences in  =
implementation and
operation of the broad-band networks based on the ATM technology, =
presentation of=20
verified applications and presentation of the offered services. It will =
promote the ATM=20
technology transfer between the producers and customers - users of the =
ATM technology.
In framework of the Symposium we are preparing an exhibition of new =
products and=20
components of the ATM technology, applications, measurement equipment, =
etc.
The exhibition will be held in the same location as the Symposium. =
Companies and
institutions will have an opportunity to exhibit their products and =
advertise them among
the specialists and potential customers. Also, a special session will be =
devoted to=20
introducing their products and applications (short lectures in duration =
of approx. 10-20 min.).=20
In the plenary session we expect a presentation of the ambassadors of =
the ATM Forum
and also presentation of important business, academical and public =
representative.

The Symposium will promote ATM technology transfer between producers and =

applications, measurement equipment, etc. The exhibition will be held on =
same premises                                                            =
                                            as the Symposium.

Symposium Languages
Slovak, Czech and English are the official languages of the symposium.=20

Symposium Proceedings
The proceedings will be published in time for the Symposium. Each =
registered participant                                                   =
                                                     will receive the =
proceedings in both printed and electronic forms (CD).

Contributions
Authors intending to submit a paper are welcome to mail in 1 page:

  a.. (approx. 300 words) of abstract on A4 standard sheet=20
  b.. borders 2,5 cm=20
  c.. Times New Roman or similar font, 12 p.,=20
  d.. in one of the symposium languages.=20

Registration Fee
It is supposed that the registration fee will be in range of 290 USD. =
The PhD. students presenting                                             =

30 % discount from the registration fee.

Information about Kosice
Kosice, the metropolis of Eastern Slovakia, has more than 750 years rich =
history. It has always been                                              =
                                          a town of both national and =
international significance. Kosice belongs to the most beautiful and =
lovely                                                                   =
                 cities in Slovakia. There is an attractive, recently =
renewed historical centre. Towering over the centre                      =
                                                                  is the =
gothic Cathedral of St. Elizabeth, completed in 1508.

In last decades Kosice quickly expanded and at the present there are =
nearly 250 thousands of inhabitants.                                     =
                                           It is the second largest city =
in the Slovak Republic (after the capital - Bratislava) and is the =
centre of the                                                            =
               industrial activities, business and commerce, =
communications, civic admi-nistration, shopping, cultural                =
                                                                    and =
leisure activities for the whole Eastern Slovakia.=20

The first in-town university was established in 1657. At present there =
are five universities.                                                   =
                                          Technical University of =
Kosice, established in 1952, with over 11 500 students, consists of =
eight faculties.                                                         =
                    The Faculty of Electrical Engineering and =
Informatics, established in 1969, is the leading institution of          =
                                                                      =
higher education in fields of electrical engineering and information =
technologies. The education programs                                     =
                                            are firmly linked with =
research and scientific activities.

General Information
^^^^^^^^^^^^^^^^^^^
Security in computer systems and networks is emerging as one of the most
challenging research areas for the future. The main aim of the school is
to offer a good spectrum of current research in foundations of security,
ranging from programming languages to analysis of protocols, that can
be of help for graduate students, young academic researchers and industrial
researchers that intend to approach the field.
The school covers two weeks (from monday 18 to saturday 30, september 2000)
and alternates four lecturers per week on monographic courses  of about
6/8 hours each. Saturdays are reserved for presentations given by those
participants that intend to take advantage of the audience for discussing
their current research in the area.
The school is organised at the Centro Residenziale Universitario of the
University of Bologna, situated in Bertinoro, a small village on a scenic
hill with a wonderful panorama, in between Forli' and Cesena (about 50
miles south-east of Bologna, 15 miles from the Adriatic sea).

Accommodation fee is 750 Euro and covers costs for the
whole period in single room, half board (breakfast and lunch).

Hello:

I have read many of the papers concerning routing in ad hoc networks
and am very interested in this area of research. However, I am finding
some difficulty in determining exactly which applications(or environments)
could take advantage of ad hoc networks. Much of the literature discusses 
the usefulness of ad hoc networks in military or disaster environments.

Can anyone comment on the usefulness(or applicability) of ad hoc networks 
in specific environments other than those mentioned above? If there are 
articles that discuss these issues, please point me to them.

Hi Phil,

What you have described is an ad hoc network although it is not necessary a
multi-hop network... In a military scenario we usually mean multi-hop when talking
about ad hoc. IMHO most of the proposed routing protocols deal with multi-hop ad
hoc networks.
The office scenario can be solved more efficiently with placing wireless "base
stations" (this BSs can be the whiteboard, or LAN interfaces, etc.), thus allowing
"nomadicity" but it does not require the "multi-hop feature".

I think that ad-hoc networking has the opportunity to establish itself as
the easiest way to install and use wireless LANs, indoor or outdoor. No
need of frequency mapping or base stations placement or other optimized
infrastructure. May be an analogy is possible with old Ethernet which was
easier to install and manage than Token Ring...

                           Feature Topic on 

		  Challenges in Mobile Ad-hoc Networking

The focus of this Feature Topic is to identify, present and analyse the 
theoretical and implementation issues critical as well as the
challenges to the design and deployment of mobile ad-hoc networks.   
A Mobile ad-hoc network is a system of wireless mobile nodes
dynamically self-organising in temporary and arbitrary network
topologies. Mobile ad hoc networks are based on self-organising,
mobile networking infrastructures, and can operate in isolation or be
connected to the greater Internet.
Examples of applications of the ad hoc networking technology vary from
military operations to disaster relief during natural catastrophes,
Consequently, mobile ad hoc networks can have extremely different
sizes, which can range from few nodes up to some millions.


Contributions are solicited topics including, but not limited to:

There has been a draft on "MANET Authentication Architecture" by S. Jacobs
and M.S. Corson, but I think that it has expired - you may want to check
on the IETF draft web page.

There have been also a number of paper in the technical literature on the
topic - if you excuse me advertising our own work - one such paper is:

L. Zhou and Z.J. Haas, "Securing Ad Hoc Networks," IEEE Network Magazine,
special issue on Networking Security, vol. 13, no. 6, November/December
1999, pp. 24-30.

You may also want to check conferences in this field, such as the upcoming

I have a question.  In looking over the list of work in progress in manet, I see
that some really basic stuff is missing.  For one, it seems quite plausible to me
to facilitate ad hoc networking at the IP layer (using IPv6 neighbor discovery),
over any radio link, i.e. Bluetooth or 802.11 or HyperLan for that matter.  

My gut feeling is that the designers of Bluetooth went a bit too far up the stack
when they added "ad hoc" networking and other baggage to the Bluetooth recommendation.
It seems to me that what we want to do is have manet-like capabilities specified
at the IP layer so that we can change out radios as needed.  With this in mind,
can somebody write a draft that puts these really basic Bluetooth capabilities
like cable replacement, ad hoc networking, over manet so that we eventually have
an RFC standard for the really basic stuff?

I agree that it is plausible to facilitate ad hoc networking at the
IP layer, but I don't know why you think we missed this possibility.
Or do you mean that it should be done _only_ by IPv6 neighbor discovery?
Then we have to agree on what constitutes a link.  Is it a single
hop over the wireless medium?

If you mean that we are missing IPv6 specifications in manet, then
I don't understand how that relates to the rest of your message...

But what is the really basic stuff?!  As I understand things, current
manet drafts do have the feature you identify, allowing radios to be
changed out as needed.

Perhaps you could volunteer to write a draft to start
the discussion.

I don't think I understand your question/comment well.
The manet drafts do indeed allow routing at the IP layer
and this allows for multiple types of radio in the. In fact the manet
protocols are radio independent for the most part, though
some may utilize certain radio functionality such as link-layer
acks to take some routing layer decisions. These are 
typically clearly specified in the Internet drafts.

I think writing a draft may be good.  However, I may not be able to do this
anytime soon.  It seems like the manet work in progress (drafts) and RFCs 
all address some particular aspect of ad hoc ROUTING: (AODV, TORA, DSRP,
ODMRP, OLSRP, INSIGNIA, RDMAR, STAR) yet am I to assume that all these
are the "baseline manet architecture"?  Is manet just routing?  What can
I build today that works but is not necessarily optimal and where is THIS
specified?  What seems to be missing is the manet equivalent of the
Mobile-IP RFC 2002 (which I am sure you are intimately familiar with :-).
Maybe its too soon for this sort of thing?

OK, it may not be missed, but I know that Microsoft is going ahead and
binding Winsock to RFCOMM (a Bluetooth serial port emulator), and I think
this is a bad idea. There are probably other product plans being based
on Bluetooth's ad hoc capabilities rather than IP's.  This is my concern.
What I would like to see (if somebody has more bandwidth than me), is
a simple specification of what it means to be ad hoc in the IP sense.
For instance does this mean that I must use NDP when IPv6?  Does this mean
I use ICMP messages of some sort when I am IPv4?

No, something has to be done for v4 too.

Usually, otherwise its a route a guess.  If you use link local addresses
or network local addresses it pretty much has to be a link.

Yes, the rest of my message was to show some concern that if manet does
not have an assumed baseline architecture and protocol for v4 and v6
other less desirable ad hoc networking schemes may crop up in commercial
products.

Maybe I'm missing something, but it seems to me that MANET routing protocols
should operate between the data link layer and network layer.  That means
that IPv6 wouldn't care if it was running on top of a MANET or a wired
network.

Phil,

Joe and I have tried to be a little forward-looking and architectural in
our thinking about what it means to be ad hoc in the IP sense, but have 
encountered resistance within the working group when we tried to perhaps
overspecify things too early in the WG's life.

service discovery, zeroconf, address autoconfiguration, etc...documents that
begin to suggest a framework and environment in which IP manet technology
in general and a routing algorithm in particular can operate.

I think that you are looking for a "system", and IETF working
groups tend to make protocols instead of systems.  Indeed, I also
think that many people wish to make Mobile IP into a self-contained
system, even though it was always designed as a single protocol.
I think other protocols (e.g., SIP) may fall prey to the creeping
feature creature in an attempt to become systems instead of protocols.

I wouldn't say that manet has to be exclusively concerned with
"just routing", and I support Scott's call for drafts dealing with
autoconfiguration and service discovery.  Indeed, we have made
AODV drafts that include text concerned with just those issues.
It's not too soon, especially if you have some good ideas about
these things.

IP is good for transmitting packets over a link, and for
hooking together networks.  It's not good for managing
link-specific details.  What it means to be ad hoc in the
IP sense is to create a network by putting together links
as needed at the time (in an ad hoc way).

I think that NDP is expected to be used when all nodes on
the same link share an IP address routing prefix.  This is
not necessarily true in an ad hoc network.  I also believe
that the IPv6 case for network prefixes that can be shared
by nodes that are not "on-link" is pooly specified at present,
and may not work well in the ad hoc environment.

If Microsoft jumps the gun and creates APIs based on programming
models that are currently incomplete, the fault cannot necessarily
be laid at the doorstep of the IETF.  As best I can remember, no
one from Microsoft (and precious few from Bluetooth) has ever
contributed to a manet working group meeting.  I have quite
often suggested that AODV would be a good choice for gluing
together scatternets, but I am unable to really champion this
at Microsoft or at the various Bluetooth venues, so it may go
nowhere.  Perhaps what is needed is some Proposed standard
protocols from the manet working group.

I think this digs at the heart of the matter. I really believe that
what goes on with MANET-style routing can thought of as a lower-level
network layer function that is almost (but not quite!) akin to a
datalink layer bridging function with dynamic topology discovey
capabilities. Although the OSI reference model is largely deprecated
with respect to Internetworking discussions, one might think of MANET
routing as a layer 3a (subnet access layer) function and Internet routing
as a layer 3c (internet layer) function.

We have implemented a MANET-style routing protocol called Topology Broadcast
with Reverse Path Forwarding (TBRPF) by using IP host routes (we support
both IPv4 and IPv6) that enable an intra-domain multihop relaying capability
within the domain of an individual mobile ad-hoc network. In our implementation,
these host routes have either IEEE 802 link-layer address resolutions for single
hop neighbors or the IPv4/v6 address of the next relay hop in the path to
reach multi-hop destinations. We additionally support inter-domain routing by
exchanging aggregated IPv4/v6 network prefix routes via traditional Internet
routing protocols (such as RIP, OSPF, etc) to enable routing between multiple
mobile ad-hoc networks and/or the fixed Internet infrastructure. In this way,
our host routes are managed by TBRPF and implement the layer 3a function while
the aggregated prefix routes are managed by traditional Internet routing
protocols (such as RIP, OSPF, etc) and implement the layer 3c function. In
general, we believe the IP-based approach provides greater flexibility than
delving into the datalink layer, but I'd like to provide the following
discussion as to one reason why I think this is so.

My intuition is that a datalink layer approach may be acceptable for
MANETs in which the mobile nodes by-and-large "stick together", but the
IP-based approach has distinct advantages for MANETs in which the mobile
nodes roam about independently of one another. An example of the former
might be a bluetooth-based PAN in which a user has a collection of personal
devices which either rarely leave his possession or are rarely shared
with other users. In this case, if the MANET function is perfomed at
the datalink layer, each device can be assigned an IP address with a
common prefix and each device need only maintain an aggregated route
for the common prefix - not individual host routes. The user could end
up transmitting a message that gets relayed from his laptop, through his
cell phone, through his palm pilot and to his printer without the IP layer
ever being aware of the multi-hop situation. In essence, the PAN looks just
like a wired Ethernet from the standpoint of IP since the bluetooth datalink
layer performs the MANET routing function transparently.

But, in cases in which the mobile nodes in MANETs roam about independently
of one another, nodes may frequently change their current MANETs of
affiliation. In this case (which I believe will be the rule rather
than the exception) it is no longer reasonable to expect that the
nodes in the MANET will all have a common IP network prefix (unless
some form of dynamic address assignment is used). Instead, the MANETs
will over time become heterogeneous conglomerations of nodes with
different IP network prefixes. Therefore, it will not be possible to
assign aggregated prefixes for intra-MANET routing. Instead, host routes
which are dynamically created/modified/deleted in response to topology
changes will be necessary to support intra-MANET multi-hop relaying and
something like MobileIPv6 will be necessary to keep track of roaming
nodes that have left their "home" MANETs.

Scope: 

Driven by the continuous growth in the power, intelligence and openness of
computer, communication and control technologies, possibilities and
opportunities for realizing highly efficient and dependable business and
control systems have been steadily increasing.  Dynamically changing
social and economic situations demand next-generation systems based on
emerging technologies and applications. Such systems are expected to have
the characteristics of living systems composed of largely autonomous and
decentralized components. Such systems are called Autonomous Decentralized
Systems (ADS).

After the successful first, second, third, and fourth International
Symposium on Autonomous Decentralized Systems (ISADS) held in 1993 in
Japan, in 1995 in the USA , in 1997 in Germany, and in 1999 in Japan, the
fifth ISADS will be held in Dallas, Texas, USA during March 26-28, 2001.
While ISADS 2001 will primarily focus on advancements and innovation in
ADS concept, technologies, and applications related to the increasingly
important topic of *Electronic Commerce*, other themes such as
telecommunications and heterogeneous system and application integration
will also be included.

The ISADS 2001 committee invites papers and panel proposals on the topics
of the symposium that will foster interactions among researchers and
practitioners in computer, communication, management, control as applied
to electronic commerce and other related fields from academia, industry,
and government.

The scope of discussions on ADS shall include, but not be limited 
to: 

* Computer and communication architectures / intelligent network /Internet; 
* Heterogeneous distributed information / control systems; 
* Mobile agent /computer-supported cooperative works;
* Distributed software development and maintenance;
* Assurance, fault tolerance and on-line expansion; 
* Object management architecture /design pattern / application frameworks; 
* Emergent control and robotic systems; 
* Novel applications: electronic commerce, telecommunications, 
  information service systems, manufacturing systems, 
  real-time event management, office automation, traffic and 
  transportation control, logistics systems. 

Plant tour is scheduled on March 29, 2001. Delegates are encour-
aged to participate. 

Information for Authors 

Papers should describe original work (not submitted or published
elsewhere) and be 20 double-spaced pages (5,000 words) or less in length.
Papers should include: title, authors, affiliations, 150-word abstract and
list of keywords.

Identify the author responsible for correspondence, including the author's
name, position, mailing address, telephone and fax numbers, and email
address. One of the authors of each accepted paper must present the paper
at ISADS 2001.

Information for Panel Organizers 

Panel proposals should include: title, organizer's affiliations, position,
mailing address, telephone and fax numbers, email address, and 150-word
statement on the scope, proposed chair and panelists.
