SCOPE AND OVERVIEW
--------------------------------
New wave of urbanization, ever more stringent emission standards, and high
pressure on improving efficiency of private and public transport have made the
development of more sustainable transportation systems one of the fundamental
societal challenges of the next decade. Connected vehicles are seen as one of
the key enabling technologies for more efficient and sustainable transportation
systems. To enable connected vehicles, it is of paramount importance to: i)
design vehicular communication systems that enable road users and other actors
to exchange information in real time and with high reliability; ii) enable
pervasive sensing to monitor the status of vehicles and the surroundings; iii)
develop data analytics tools for processing large amounts of data generated by
the transportation infrastructure; iv) develop middleware platforms for
information management and sharing; and v) define appropriate interaction
interfaces between drivers and vehicles.  The seamless integration and
convergence of vehicular communication networks, information and transportation
systems, and mobile devices and networks will face a number of technical,
economical and regulatory challenges. To that end, SmartVehicles 2017 workshop
will bring together academics, researchers, and industry professionals from
around the world to discuss and exchange ideas on recent developments, current
research challenges and future directions in the use of networking,
communications, data management, and applications to realize vehicular mobility
systems that are more connected, efficient, and safe.

The topics of interest for SmartVehicles 2017 include, but are not limited to:

+ V2V, V2I and V2X communications (e.g. vehicle-to-pedestrians, 
  vehicle-to-backend, vehicle-to-sign, etc.) 
+ New V2X technologies: Vehicular visible light communications, LTE-V, mmWave
+ The role of 5G in enabling existing and future V2X use cases
+ Connected autonomous vehicles: cooperative perception, cooperative maneuvering, 
  cooperative intersections and highways, platooning
+ Vehicular Network as a Sensor Network
+ Communications-enabled fleet management 
+ Connected smart parking systems
+ Security and privacy in ITS applications
+ Data storage, management, and retrieval in vehicular networks
+ Solutions to connect vehicles with the Internet 
+ Big data analytics for ITS applications
+ Integration of cloud technologies in ITS applications
+ Communications protocol design (PHY, MAC, routing, data dissemination)
+ Simulation environments, experimental testbeds, field operational tests for V2X
+ Mobile (smart) device integration in vehicles and transport systems
+ ITS Field Tests and Implementation
+ Modelling and Simulation of ITS applications

PAPER SUBMISSION AND PUBLICATION
--------------------------------
Manuscripts submitted for consideration should not have been already published
elsewhere and should not be under review or submitted for review elsewhere
during the consideration period. Manuscripts must be written in English, are
limited to 6 pages, single spacing, double column, and must strictly adhere to
the IEEE template format available here. Papers must be submitted electronically
through EDAS using link http://edas.info/N23244.

All accepted papers will be included and indexed in the IEEE Digital Library
(IEEE Xplore), showing their affiliation with IEEE WoWMoM. There will be no
separate workshop registration, as one single registration will cover both
conference and workshops participation. At least one author of each accepted
paper is required to attend and present his/her work at the workshop.

Abstract:
   When routing devices rely on modems to effect communications over
   wireless links, they need timely and accurate knowledge of the
   characteristics of the link (speed, state, etc.) in order to make
   routing decisions.  In mobile or other environments where these
   characteristics change frequently, manual configurations or the
   inference of state through routing or transport protocols does not
   allow the router to make the best decisions.  DLEP describes a new
   protocol for a bidirectional, event-driven communication channel
   between the router and the modem to facilitate communication of
   changing link characteristics.

We have added text to clarify that "dedicated deployments" may need to

    This rev adds a section on Data Plane Considerations and an Appendix
capturing open issues - mainly reported by Stan and Rick.  I/We expect
to cover a proposal on how to address issues A.2 and A.3 in the Chicago
Session.  We also hope to have related text available for review before
the session too.

This is generally a well written document and I enjoyed reading it.

Section 14 (Security Considerations) now says:

   At the transport layer, when TLS is in use, each peer SHOULD check
   the validity of credentials presented by the other peer during TLS
   session establishment.  Implementations following the "dedicated
   deployments" model attempting use of TLS MAY need to consider use of
   pre-shared keys for credentials

I think you need an reference here, such as RFC 5487.

   , and provide specialized techniques
   for peer identity validation.

Section 4 of 7925 has some discussion of credential types for IoT, some
of which might be useful in DLEP. But I am not sure whether this is the
great reference. (If you add it, you probably should make it
Informative.)

   Implementations following the
   "networked deployment" model described in Implementation Scenarios
   SHOULD refer to [RFC7525] for additional details.

Abstract:
   When routing devices rely on modems to effect communications over
   wireless links, they need timely and accurate knowledge of the
   characteristics of the link (speed, state, etc.) in order to make
   routing decisions.  In mobile or other environments where these

   inference of state through routing or transport protocols does not
   allow the router to make the best decisions.  DLEP describes a new
   protocol for a bidirectional, event-driven communication channel

Technical Summary

   driven communication channel between the router and the modem is
   necessary.

Working Group Summary

   Development of the DLEP document has taken quite some time with a 
   few major revisions along the way.  DLEP has previously passed WGLC 
   but was then sent back to the WG after an extensive RtgDir review.  As 
   a result the document was split into two documents the base specification 
   (this document) and one for a credit windowing extension.  There were 
   also some minor technical changes were made, some major editorial changes 
   were done.

   There is support within the working group on moving this document forward.  
   Previous areas of contention within DLEP were worked out within the working 
   group with no serious objections regarding the final decisions.

Document Quality

   There are multiple existing implementations of the protocol, at least 4 
   independent ones are known.  There is broad support within industry and more 
   implementations are expected once standardized and well as demand on the 
   customer side.  

   One of the aspects to highlight is that the known implementations are all 
   to be deployed in "secured perimeter" applications; in some cases the router
   and the modem are part of the same chassis.
