Overview.
Thanks to the support of IEEE Computer Society TCCC and IMT Lucca (for =
students from any country) and NSF* (for US-based students only), a =
number of travel awards will be available to support students for =
attending WoWMoM 2011. The award can be:
- A grant, to be used for student travel-related expenses such as =
airfare, hotel, etc., or
- Complimentary lodging at IMT premises (from Sunday, June 19, to =
Friday, June 24, 2011).

*final approval pending.

Selection Criteria and Process.
- special efforts will be made to award student participants who are =
under-represented minorities (i.e., African-Americans, Hispanics, Native =

diverse institutions;
- all student travel awardees are required to register for the =
conference;
- awardees are expected to make their own travel arrangements;=20
- a committee consisting of Mohan Kumar, Silvia Giordano and Yonghe Liu =
will evaluate the applicants and select the award recipients.

Application Process.
An application for a travel award will consist of the student=EDs vita, =
a letter from the student, and a letter from the student=EDs advisor.
The letter from the student should include:=20
- a brief summary of research interests and accomplishments to date;
- a description of areas reflected in the WoWMoM program that would =
impact the student=EDs research; and
- why the conference attendance is important to the student.
In addition, the student=EDs advisor should send a letter of =
recommendation to the committee, including:
- confirmation that the student is a Ph.D. candidate in good standing;
- the suitability of the WoWMoM program material to the student=EDs =
research area;
- ways this particular student would benefit from attendance at the =
conference;
- the strengths and potential contributions of the student; and
- availability of funds from other sources. In particular, the advisor, =
the student, and/or the student's institute is required to pay for the =
student's conference registration fee.

Applications must be sent by e-mail to all the members of the evaluation =
committee: Mohan Kumar (kumar [at] cse.uta.edu), Silvia Giordano =
(silvia.giordano [at] supsi.ch), and Yonghe Liu (yonghe [at] =
cse.uta.edu).

Important dates.
Application submission: May 20, 2011
Decisions/notification: May 25, 2011=20
Acceptance by the recipient: June 1, 2011 (Conference registration must =

I am preparing the PROTO writeup for this draft. In total two IPR
disclosures have been filed, one from Motorola and one from Cisco.
The Motorola disclosure promises RAND licensing, while the Cisco
disclosure promises royalty-free with grant-back.

I need to report on the PROTO writeup what is the working group
consensus with respect to these IPR declarations. Does anyone
think we should not go ahead with publication? Are there possible
workarounds to the claimed IPR that we should consider?

I am making up my mind while listening to what others think.

Certainly there may exist workarounds to the US6959341B1 "Dynamic
Network Allocation for Mobile Router", if needed.

The Generic Routing Encapsulation (GRE) specification contains a Key
field, which MAY contain a value that is used to identify a
particular GRE data stream. This specification defines a new Mobile
IP extension that is used to exchange the value to be used in the GRE
Key field. This extension further allows the Mobility Agents to set
up the necessary protocol interfaces prior to receiving the mobile
node traffic. The new extension allows a Foreign Agent to request
GRE tunneling without disturbing the Home Agent behavior specified
for Mobile IPv4. GRE tunneling with the Key field allows the
operators to have home networks that consist of multiple Virtual
Private Networks (VPNs), which may have overlapping home addresses.
When the tuple <Care of Address, Home Address, and Home Agent
Address> is the same across multiple subscriber sessions, GRE
tunneling will provide a means for the Foreign Agent and Home Agent
to identify data streams for the individual sessions based on the GRE
key. In the absence of this key identifier, the data streams cannot
be distinguished from each other -- a significant drawback when using
IP-in-IP tunneling.  [STANDARDS-TRACK]

This document is a product of the Mobility for IPv4 Working Group of the IETF.

This is now a Proposed Standard Protocol.
