As discussed at the last IETF, we need to update the NEA WG charter and
the milestones to work on the PT protocol. =20

A draft proposed update to the charter is included in this email.
Changes include:
- Specification of one or more PT protocols to encapsulate PB
- At least one mandatory to implement PT
- Updated milestones

Please review and provide feedback on the proposed updates over the next
two weeks, by Fri Jun 26. If you support the changes, please indicate
that too. A one-word message indicating support is sufficient. =20

Note: The scope of the charter updates is limited to the PT protocol
only at this time. Other work items may be added in the future. The
intent is to complete the initial goal laid out in the original charter
which is to support interoperability between a NEA client and server.
Hence, the changes to the charter have been minimized.

The proposed draft text is below as well as in the attachment. The
attachment includes changebars derived from the IETF rfcdiff tool
showing which paragraphs have changed from the original charter.

Thanks
Susan
----------------

Network Endpoint Assessment (NEA) architectures have been implemented=20
in the industry to assess the "posture" of endpoint devices for the=20
purposes of monitoring compliance to an organization's posture policy=20
and optionally restricting access until the endpoint has been updated=20
to satisfy the posture requirements. An endpoint that does not comply=20
with posture policy may be vulnerable to a number of known threats that=20
may exist on the network. The intent of NEA is to facilitate corrective=20
actions to address these known vulnerabilities before a host is exposed=20
to potential attack. Note that an endpoint that is deemed compliant may=20
still be vulnerable to threats that may exist on the network. The=20
network may thus continue to be exposed to such threats as well as the=20
range of other threats not addressed by maintaining endpoint=20
compliance.=20
          =20
Posture refers to the hardware or software configuration of an endpoint=20
as it pertains to an organization's security policy. Posture may=20
include knowledge that software installed to protect the machine (e.g.=20
patch management software, anti-virus software, host firewall software,=20
host intrusion protection software or any custom software) is enabled=20
and up-to-date. An endpoint supporting NEA protocols can be queried for=20
posture information.=20
          =20
An organization may make a range of policy decisions based on the=20
posture of an endpoint. NEA is not intended to be prescriptive in this=20
regard. Supported deployment scenarios will include, but are not=20
limited to, providing normal access regardless of compliance result=20
along with any recommendations for remediation ("advisory mode"), as=20
well as providing restricted access sufficient for remediation purposes=20
and any essential services until an endpoint is in compliance=20
("mandatory mode"). Specifying mechanisms for providing restricted=20
access is outside the scope of the NEA WG.=20
          =20
Since NEA involves many different components from different vendors,=20
interoperability is important. The NEA working group will=20
develop standard protocols at the following three layers in the
architecture:=20
the Posture Attribute protocol (PA), the Posture Broker protocol=20
(PB), and the Posture Transport protocol (PT). PA and PB will be
designed to=20
support a variety of PT protocols. Together, PA, PB and the mandatory
to=20
implement PT protocols will allow interoperability between an NEA Client

from one vendor and an NEA Server from another.=20
=20
Since there are already several non-standard protocols at these =20
layers, the NEA working group will consider these existing protocols as=20
candidates for the standard protocols. A requirements document will be=20
written and used as a basis for evaluating the candidate protocols. The=20
working group may decide to standardize one of the candidate protocols,=20
use one of them as a basis for a new or revised protocol, or decide=20
that a new protocol is needed.=20
          =20
The NEA Requirements document will include a problem statement,=20
definition of terms, requirements for the PA and PB protocols, and an=20
overall security analysis. It will also include generic requirements=20
for the protocol transporting PA, PB: the Posture Transport protocol=20
(PT). =20

          =20
The PA (Posture Attribute) protocol consists of posture attributes that=20
are carried between a particular Posture Collector in a NEA client and=20
a particular Posture Validator in a NEA Server. The PA protocol is=20
carried inside the PB protocol. A base set of standard posture=20
attributes will be specified that are expected to address many common=20
posture policies. Vendor-specific attributes will also be supported;=20
vendor-specific attributes will be identified by a private enterprise=20
number and a vendor assigned value. Vendors are strongly encouraged to=20
document vendor-specific attributes in an RFC. The NEA WG will=20
investigate the use of a standard syntax for all attributes.=20
          =20
The PB (Posture Broker) protocol aggregates posture attributes from one=20
or more Posture Collectors in an NEA client and sends them to the NEA=20
server for assessment by one or more Posture Validators.=20
          =20
The PT (Posture Transport) protocol carries the PB protocol. The
expectation=20
is that the PT protocol is a shim protocol that defines an encapsulation
of PB=20
within an existing standard transport protocol. Existing standard
transport=20
protocols will be leveraged to the extent possible. The NEA WG may
specify=20
more than one PT to meet the requirements of different deployment
scenarios.=20
The NEA WG will specify at least one mandatory to implement PT protocol.

=20
          =20
One commonly discussed issue with NEA systems is how to handle=20
compromised endpoints, whose reports of their own posture may not be=20
accurate. Detecting or handling such endpoints is out of scope of the=20
NEA WG. Work on PA will focus on attributes useful for assessing=20
posture of those endpoints reporting accurate information. However, the=20
protocols developed by the NEA WG must be designed to accommodate=20
emerging technologies for identifying and dealing with lying endpoints.=20
          =20
Note that NEA is not chartered to develop standard protocols for=20
remediation. NEA is intended to be used with new or existing tools that=20
can be used in the absence of NEA. NEA is applicable to computing=20
enterprise environments, where endpoints accessing the enterprise's=20
network are owned and/or expected to conform to the policies set forth=20
by the organization that owns and operates the network. All other=20
cases are outside the scope of the NEA charter, since we do not know=20
that NEA would be useful in such cases. NEA applicability and security=20
considerations will be described in the appropriate NEA documents.=20
          =20
Further work in the NEA WG will be considered via the rechartering=20
process after the completion of these milestones.

I have been selected as the General Area Review Team (Gen-ART)
reviewer for this draft (for background on Gen-ART, please see
http://www.alvestrand.no/ietf/gen/art/gen-art-FAQ.html).

Please wait for direction from your document shepherd
or AD before posting a new version of the draft.

Document: draft-ietf-nea-pa-tnc-04
Reviewer: Scott Brim
Review Date: Jun 17, 2009

Summary: This draft is ready for publication as a Proposed Standard.

Comments:

Because this draft is primarily meant to clone a standard from outside
of the IETF, I have essentially nothing to say about the content. It
seems internally consistent, but I cannot compare it to the original.

However, a major goal is to "avoid the development of multiple
incompatible standards in this area", and every time you have multiple
authoritative copies of something you run the risk of divergence. It
would be great if the protocol specification sections were not published
at all and people were referred to the base standard! That runs into
IETF procedural mud, so instead I suggest an explicit statement along
the lines of:

This document is not authoritative on the protocol described. The
authoritative document is, and will be, the Trusted Computing Group
  standard [6].

Thoughts?

Scott

Hi Scott,

The IETF specification is authoritative as far as the PA & PB protocols
defined by the NEA WG since it represents work done by the IETF community on
the -00 version of the specification that was submitted by TNC. Contributors
to the PA & PB protocols in the NEA-WG include individuals who are not part
of TNC. TNC has decided to closely track the IETF specification to avoid
incompatibilities.

Regards,
 kaushik

OK, in that case the IETF spec is authoritative, but the draft says

In order to avoid the development of multiple incompatible standards
in this area, the TCG offered several of its TNC standards to the IETF
as candidates for standardization in the IETF also. This document is
one of those standards, known in the IETF as PA-TNC and in the TCG as
  IF-M 1.0. PA-TNC and IF-M 1.0 are equivalent.

Maybe I misunderstood the wording. The way I read it, the TCG offered
its standards for standardization in the IETF "also" ("also" means both
organizations work on it) and this document "is" one of those standards
(meaning this document does not include further development, it simply
"is" what was given to the IETF).

Are you saying that when they "offered" their standard, they also handed
over authority for its further development? That would be fine.
organizations working on a single protocol, and I always want one of
them to clearly "hold the pen". Even when one is "closely tracking" the
other, parallel standards can lead to ambiguities in how certain fields
are used, for example. It's better to have one authority, and one
document. Anyway, as I said I believe it's ready for standardization,
but I hope you take steps to avoid future ambiguity.

Thanks ... Scott

I support these changes. Now that the NEA WG is finishing up
our work on the upper layers in the protocol stack, we need
to move on to PT. Without standards for PT, we will not
achieve our goal of interoperability.

Of course, the last few milestones below should have dates
in 2010.

Thanks,

Steve
