I am not a Chinese domain name expert, so please excuse any ignorance I exp=
ose with these comments.

Section 5.1.1: I'd recommend including an example <check> response.

Section 5.1.2 and 5.1.3: All of the extension elements are described as opt=
ional in the text and the schema, which implies that they can all be omitte=
d. That doesn't seem right - shouldn't at least one of the elements be incl=
uded?

These sections don't describe any differences in the response depending on =
the domain submitted in the command. What happens if the query is for an OC=
DN? For an SCDN? For a TCDN? For a VCDN? Does it matter? The example r=
esponses contain a lot of information, but without knowing what was queried=
I don't know how to interpret the examples.

Section 5.2.1: Why are the <cdn:VCDNList> and <cdn:VCDN> elements OPTIONAL?=
If they're not present, there's no reason to extend the <create> command a=
t all, right? Shouldn't one of them be present?

Section 5.2.2: I really think this section needs more text to explain what =
happens when a request is made to delete an OCDN, SCDN, TCDN, and VCDNs. Is=
the list of domains returned in the response a list of domains that are be=
ing deleted as a result of deleting an OCDN? If so, that should be clearly =
explained.

Section 5.2.3 and 5.2.4: Similar comment with OPTIONAL elements and process=
ing of the different forms.

In a private email exchange with Ning Kong we discussed the possibility of =
this draft (and others like it) being revised to describe a more general ap=
proach to IDN variants. I would support that effort.

Section 4: it would be really helpful to include examples of the additional=
 element(s) described in sections 4 and 4.1.

Section 5.2: Please change 'A "type" attribute is used to identify a bundle=
of CDNs' to 'A REQUIRED "type" attribute is used to identify a bundle of C=
DNs'

Sorry, I haven't had time to explore the meaty parts of the document.

I've also expressed the same interest to Ning in a private exchange, and
will gladly contribute to the efforts.

Hi Scott,

Thanks for your comments!

> Section 5.1.1: I'd recommend including an example <check> response.
OK. I'd like to add an example in the next version or maybe in the new draft
for IDN in future.

Yep, you're right. That's our mistake.

In this draft, we take OCDN, SCDN, TCDN and all VCDNs as one bundle. And
each CDN from the same bundle might have the same attributes (based on our
policy). That's to say, whether or not the query if for an OCDN, SCDN, TCDN,
or VCDN, the response should be same except the <domain:name> tag.

> Section 5.2.1: Why are the <cdn:VCDNList> and <cdn:VCDN> elements

You're right. We made a similar mistake like Section 5.1.2 and 5.1.3. Thanks
for your corrections.

We indeed should make more explanations in this draft. In this draft, we
take OCDN, SCDN, TCDN and all VCDNs as one bundle, as I said above, we
extend the <delete> Command to delete all CDNs of the same bundle. If a
client only wants to delete one or some VCDNs, we suggest the client uses
<update> Command (<cdn:rem> element) which is also extended by us.

> Section 5.2.3 and 5.2.4: Similar comment with OPTIONAL elements and

Our similar mistakes.

I realize that this draft which only focuses on CDNs is limited, and a more
general approach for IDNs would be more helpful. I'd like to do this work
later. Thanks a lot for your support!

Cheers,

Hi all,

It's been a few years since I've posted to this list and I wonder how many
of us are still subscribed to it. Hopefully enough to make this question
meaningful.

If you are tracking the new GTLD process closely you will have noticed a
requirement in the draft Registry Agreement to format any EPP extensions in
I-D format.

<If Registry Operator requires the use of functionality outside the base EPP
RFCs, Registry
Operator must document EPP extensions in Internet-Draft format following the
guidelines described in
RFC 3735. Registry Operator will provide and update the relevant
documentation of all the EPP Objects
and Extensions supported to ICANN prior to deployment.>

It occurs to me that once Operators have gone to the trouble of doing this,
numerous extensions may be submitted to the IETF for possibly the standards
track but maybe even more commonly as informational.

Here's my concern, that we will see numerous extensions with heavily
overlapping purposes to solve the common problems of running and launching a
TLD registry. It seems to me that it would be great to have a group of
volunteers trying to rally disparate efforts to solve similar registry
problems and create standardized extensions where feasible. I know we've
talked about this sort of idea before around EPP extensions, but given the
impending expansion of the TLD space I thought it was worth raising again.

Thoughts? Comments?

Best Regards,

Michael Young

Hi Michael,

I'm envisioning at least two:

1) Launch Phase extension (currently a draft from Wil Tan),

2) IDN - for collecting the "language tag" as required by
   ICANN's IDN implementation guidelines.

I've written a draft for #2, which I could share/submit=20
if you guys find it useful.

Francisco,

That would be great if you could submit #2, I think it would be extremely
useful. I saw Wil's submission and am reviewing it currently. It seems like
a sensible idea as well.

3) an extension to cover legal/natural person information and whois
opt-in/out for contact objects, to meet EU data protection rules. Telnic
has this, and PuntCAT recently submitted a RSTEP application for such an
extension, but any other EU based gTLD registry will probably need
something similar (although I am not sure if the existing
<contact:disclose> element doesn't already provide this).

Gavin, you may be correct on <contact:disclose>

What about extensions in support of the trademark clearinghouse
functionality like registrant notices that registrars might be
compelled to display...

I think there's still some TBD in there, but also some of these will
probably be out of band to the SRS/EPP communication.

Happy Holidays to all my fellow EPP registry programmer friends out there.

Francisco,

please submit and share the document. As an implementor of NTLD
registries, i'd find it very useful if the community could agree on one
single way to do that.

Hi,

IMHO <contact:disclose> already provides sufficient control (except for the
design flaw that you cannot grant and deny disclosures at the same time).
However, having some insight, decisions were made less with the intention to
provide the best technical solution or the best protection. So the chosen
solution of associating the protection with the domain instead of the contact
should IMHO not be regarded as exemplary.

BTW, regarding data protection, it sounds quite strange that you can gain an
extra point in the score in the application for a new gTLD (item #26) if one
provides a searchable Whois. At least in the EU, the data protection officers
would likely go crazy. But that's probably out of scope of this list.

Regards,

Klaus

I'm going to disagree (again) on the "design flaw" point. As described in 5=
733:

- The server operator publishes a data collection policy.
- The client has the choice of accepting the policy *and* requesting except=
ions (that is, granting and denying disclosures) as part of the same <creat=
e> command.

The server operator needs to publish a policy that meets the requirements o=
f the local operating environment, such as is defined in the EU. It would =
be a design flaw to allow the client to grant and/or deny disclosures in co=
nflict with the server operator's data collection policy. Doing so would p=
ut the server operator in an untenable state with respect to the client's d=
ata.

Klaus, you were not involved in those discussions or design decisions
and are therefore not in a position to meaningfully comment on them.
You are very wrong both personally and professionally to claim those
decisions did not have those intentions. You're entitled to your
opinion of course. But it's not based on insight into what was done
for the .tel registry and why.

As the person who had to make those decisions for the .tel registry, I
do have that insight. [You had no interaction with ICANN or the UK DPA
or Telnic management or its registry provider or too many lawyers on
this issue whatsoever. I did.] What ended up being implemented was the
best (or least-worst) choice that could be made at the time, given all
the prevailing constraints. This had to take account of a lot of
factors that were unknown to you. And apparently still are.

> So the chosen solution of associating the protection with the domain

The same goes for a disclosure flag on the contact object.

The short answer is there is no "one size fits all" solution to this
problem. All answers are bad or flawed in some way.

For starters, there is no common view on Data Protection law or its
enforcement across the EU even though each national law is derived
from the same EU directive(s). In some cases, a disclosure flag on a
domain object will be the best (or least-worst) option. In others, it
won't. For some, the option of having this flag on the contact object
will work better. For others, it won't.

Consider a contact object that's referenced from two domain objects.
When the disclosure flag is on the contact object, this could be
illegal and/or violate the registry contract with ICANN. If one of the
domains that references the contact object is for an organisation, its
Personal Data would not be getting disclosed when it should be made
available. If the flag goes on the domain object, disclosure of the
contact's Personal Data is determined by whether the domain is for an
individual (not allowed) or an organisation (allowed and/or required).
Which means the Personal Data could be obtained via a whois lookup of
the Contact-ID when that data shouldn't be disclosed.

Now it's possible to get round these problems by insisting on discrete
contact objects with different disclosure flag settings when the
registrant has a domain name for themself and another for their
business. However registrants and some registrars tend to be less than
enthusiastic about doing that for the obvious reasons. Another icky
work-around is to consider using privacy/proxy services for whois.
Which brings yet another set of hassles and rat-holes. Or the
disclosure flags get applied to both domain and contact objects. Which
is ugly. Pick your poison.

We should also bear in mind on this list that there is not going to be
an over-arching or perfect protocol solution to a layer-9 and above
problem.

FWIW, I have not followed PuntCAT's proposal. My guess is they may be
cloning the Telnic one as the path of least resistance. If PuntCAT
need to get their ICANN contract amended to comply with local Data
Protection law, the quickest, cheapest and least painful way to do
that might be to follow in Telnic's footsteps who sort of followed in
GNR's (.name's) footsteps. [Though that depends on whether the UK and
Spanish DPAs have a common view.] Doing anything else would open a
world of pain that I wouldn't wish on anyone.

Hi Jim,

first, I think I have stated clearly enough that this was my very personal opinion.

Second, my insight *mostly* refers to my work with puntCAT. I got aware of some
correspondence between the involved parties, including, but not limited to, the
puntCAT organization and ICANN. Indeed, as you guessed, Telnic's/Neustar's
deployed model played a major role and caused very valid arguments to be
disregarded. And these arguments were not new. Whoever worked on the Telnic
solution must have come across these also, and you actually confirmed it in your
response to my e-mail.

Regarding data protection, I have a clear opinion, namely that ICANN's claims
have to recede behind the EU's and national privacy regulations, if the registry
is located in the EU. And that the right of a person to have his data not to be
disclosed does not depend on the use of the contact, so that the contact is the
only valid place to define the disclosure. That said, I don't want to kick off a
discussion here about the various views, but simply to explain my motivation.

Regards,

Klaus

Hi Scott,

come on, we discussed this already quite a lot, if I remember correctly. If you
have, say, the address to be disclosed, but the phone number to be undisclosed
by default by the registry policy, you can't issue a create or update request
that makes the address undisclosed and the phone number disclosed at the same
time. If, for example, the "flag" attribute had been placed on the child
elements of the <disclose> element, this would have been possible. As the
example I gave is IMHO a valid desire, I consider this as a flaw, although not
as a serious one.

Regards,

Klaus

Looking at the IDN implementation guidelines, item #5 states:

5.All code points in a single label will be taken from the same
script as determined by the Unicode Standard Annex #24: Script
  Names <http://www.unicode.org/reports/tr24>. Exceptions to this
guideline are permissible for languages with established=20
orthographies and conventions that require the commingled use of
multiple scripts. Even in the case of this exception, visually=20
confusable characters from different scripts will not be allowed=20
to co-exist in a single set of permissible code points unless a=20
corresponding policy and character table is clearly defined.

So it would not be possible to have multiple languages associated to a =
label.

XML Schema "language" type[1]:

[Definition:] language represents natural language identifiers as =
defined by by [RFC 3066][2] . The =B7value space=B7 of language is the =
set of all strings that are valid language identifiers as defined [RFC =
3066] . The =B7lexical space=B7 of language is the set of all strings =
that conform to the pattern [a-zA-Z]{1,8}(-[a-zA-Z0-9]{1,8})* . The =
=B7base type=B7 of language is token.

3.3.3.1 Constraining facets

language has the following =B7constraining facets=B7:

Then let me ask a meta question: Why is this defined _only_ for the =

better than that when looking at what is the best *protocol*. And one of =

FWIW: I think it is a very bad idea if there are normative references =

normative references so far is in the other direction.

And the I-D does not make this clear.

So, what is the normative reference?

The W3C definition?

Or only what is registered with IANA in the Language Tags registry?

This is still unclear to me, and I encourage you to make that clear in =
the next version of the document.

And another question: How is equivalence between language tags to be =
calculated? Someone use "en" and someone else en-UK and a third party =
en-US or en-US-UK?

I'd like to bring up an earlier I-D Afilias submitted to the IETF six years
ago:

    http://tools.ietf.org/html/draft-sienkiewicz-epp-idn-00

This draft was flawed in that it required the script be specified with the
<check> command, but it did have one nice feature.

During creation, rather than what you propose:

  <idn:language xmlns:idn="urn:iana:xml:ns:idn-1.0">de</idn:language>

You'd do this:

  <idn:create xmlns:idn="urn:iana:xml:ns:idn-1.0">
    <idn:script>de</idn:script>
  </idn:create>

This has the (potential, though unrealised) advantage of allowing multiple
languages to be specified, although the choice of <script> rather than
<language> as an element was suspect.

I'd propose that the draft be amended to have a <create> element as shown
above for IDN creation and and <infData> element for responses. Thus, the
an IDN extension for creating a domain valid in both Norwegian and Danish
would look like this:

  <idn:create xmlns:idn="urn:iana:xml:ns:idn-1.0">
    <idn:language>da</idn:language>
    <idn:language>no</idn:language>
  </idn:create>

Other than that, I'm quite positive about this I-D.

No, it would be possible. Some languages are similar enough that they share
many words in common (the various Scandinavian languages, Czech and Slovak,
the various Balkan languages formerly known as Serbocroatian, Scottish Gaelic
and Irish Gaelic, &c.), right down to having the same spelling[1].

[1] Although compatibility between Scottish Gaelic and Irish Gaelic was
eliminated due to differing accent choice when both were standardised.
    The example still stands, mind.

It's reasonable that in such cases, a registrant may wish that both languages
be associated with the same domain as it's equally valid in the character
tables for *both* languages.

Essentially, what Patrik (and I) are asking is, if an IDN fits into a common
subset of the character tables of multiple languages, should it not be
possible to allow all those languages to be specified when registering the
IDN?

Just a note on why I chose these two: Danish and Norwegian share a common
alphabet, which is the standard Latin alphabet with the addition of æ, ø, and
å. Both sometimes uses additional diacritics for disambiguation, though these
diacritics are not part of the official spelling. That makes these two a
useful example of why one may want to attach multiple language tags to an
IDN.

It might not be that simple. Should it be "all languages" or "all
scripts"? I'm thinking of Japanese where there could be as many as
four different alphabets (scripts) used for representing one word. I'm
also having flashbacks to the confusion between scripts and languages
when ICANN was discussing IDN TLDs 2-3 years ago. ISTR there are
differences between the Chinese characters used in Taiwan and those in
the People's Republic.

Does it make a difference from the registration point of view?,

The main purpose of this field, is so that the registry can apply a =
specific registration policy, in this case, the validation of unicode =
codepoints from a *published* language table towards the label (not a =
script).

So basically the client (registrar), will select which language, from =
the registry published list to use, and then the registry will validate =
the request using that specific table.

I guess we could make the extension flexible enough to allow for =
multiple "languages", but then make that an *optional* feature for the =
registry to allow it.

This is why I think it's sane to attach the request to a language and =

Maybe not, but then why ask for the language at all? One could do what EURid
does and have a set of character tables per supported script (Latin, Greek and
Cyrillic), and so long as all the characters in an IDN are within the same
script, the registration is accepted.

It seems to me that given significant edge cases like the Danish/Norwegian
one I raised, if a language must be specified, one ought to be able to specify
multiple ones.

Though more specifically, the point of even asking for the language in the
first place is to prevent homograph attacks. The use of languages rather than
scripts leads to slightly odd situations where a person wouldn't be able to
register a domain like æįö˙.info (a silly example, I know, but valid), as
though there's no language that uses all those characters in their alphabet,
it's in no way a vector for homograph attacks.

That I'll have to think about. I'm not sure it's exactly a massive
encumbrance upon an implementing registry to store all the associated
language codes, but then again, it may be acceptable for a registrar to
allow one and only one to be specified per IDN[1].

K.

[1] I raised the idea a while back about having a way for registries to
be able to publish their policies in a machine-readable form a while
back. This sort of thing would fit quite comfortably into it.

The point is primarily not to allow homograph attacks. 'Script' mightn't be
the best way to think of things, especially with the likes of Japanese.
Instead, 'writing system'[1] would be better: so long as the writing system
contains no homographs[2], there's no issue.

Well, that goes back to the whole headache of Han unification in Unicode, and
it doesn't just apply to Simplified vs Traditional Hanzi, but also Kanji
(Japanese) and Hanja (Korean). All may be rendered differently, even if they
share codepoints[3], which I'm sure made plenty of headaches for the people
behind .asia. RFC 3743 sorted that mess out for the most part, didn't it?

K.

[1] By which I mean, all the languages that use the Latin alphabet could be
said to share a common script and writing system, which are both the same
thing. It's not an ideal term, I know. Japanese and Chinese could be said
to have separate writing systems even if they both have variants of a
common script as part of them. Japanese has a writing system that
consists of four--six if you count Hentaigana and Man'yōgana--different
    scripts.

[2] And between Hiragana, Katakana, Romaji, and Kanji, there are none that I
know of, though variant Han characters are problematic, which is a
known problem that's been dealt with by the various registries already.
Sometimes I wonder why the Japanese haven't gone down the same road as the
Koreans are going down (gradually abandoning Hanja for exclusive use of
Hangeul) and Vietnamese (which no longer uses Han characters at all),
especially when it has two excellent syllabaries.

[3] I can't recall whether Traditional and Simplified Han characters occupy
different code points in general, or the same ones. It's years since I
last looked that up, so I'd ask leniency about any inaccurate remarks I
may have made on that issue.

Hi,

I agree to you, but the language tag(s) could be helpful in the coice of =

possible IDN variants. Take the letter "=C3=B6". In German, it is legal t=
o write "oe"=20
instead of "=C3=B6", so "g=C3=B6tter" and "goetter" are considered equal =
and thus a=20
registry could reserve the other variant for the registrant of the first.=
 For a=20
different language (maybe Swedish?), the "=C3=B6" may exist as well, but =
there is no=20
such rule, the two words are considered different and there is no reason =
to=20
block the other. I am in no way a language expert, but I guess there is a=
=20
similar game with accents and esp. with ideographs in other languages.

Regarding multiple tags: I personally think it should be legal to mix lan=
guages=20
and scripts under certain (narrow) conditions. Why should a domain like=20
"caf=C3=A9-m=D0=BE=D1=81=D0=BA=D0=B2=D0=B0.ru" not be possible? I don't k=
now whether such a domain name make=20
sense regarding usability, but from a registry viewpoint it shouldn't mat=
ter.

At the end the basic question is what needs the extension shall cover. As=
 far as=20
I can see, the existing and future gTLDs seem to be mostly bound to the v=
isions=20
of ICANN (and this is the "one language" approach), whereas existing ccTL=
Ds seem=20
to be rather free in their IDN implementations. So the latter could have =
the=20
need of a different approach, but are they interested in such an extensio=
n at all?

Regards,

Klaus

So a couple of things,

First of all Janusz, who submitted that Afilias IDN I-D was working for =
me
at the time, I thought it seemed like a good idea at the time to =
encourage
standardization.

We were thinking primarily languages versus scripts due guidance we had =
from
John Klensin at the time.

>Though more specifically, the point of even asking for the language in =
the
first place is to prevent homograph attacks. The use of languages rather
than scripts leads to slightly odd situations where a person wouldn't be
able to register a domain >like =E6=E7=F6=FF.info (a silly example, I =
know, but
valid), as though there's no language that uses all those characters in
their alphabet, it's in no way a vector for homograph attacks.

So specifically we thought about the above case and decided that a =
language
was a construct of sorts, usually indicated by a group or community
declaring and codifying its uniqueness. We figured any policy in
registration should be made against a language table that was in turn
defined by a recognized language authority. Now "language authority" is =
a
wide range, but so are the number of defined languages.=20

We decided against defining the policies (at that time in 2004, I am not
speaking to anyone's current practise/policy) by script because we =
didn=92t
see a graceful way to address different spoken languages that shared the
same script. Hence why we went with "language" versus script.=20

Also, we voluntarily filed our language table with IANA back then when =
we
introduced German in .Info. That was an attempt to encourage all the
registries to adopt at least the same tag nomenclature. =20
