This is a reminder, sent out once a month, about your ietf.org mailing
list memberships. It includes your subscription info and how to use
it to change it or unsubscribe from a list.

You can visit the URLs to change your membership status or
configuration, including unsubscribing, setting digest-style delivery
or disabling delivery altogether (e.g., for a vacation), and so on.

In addition to the URL interfaces, you can also use email to make such
changes. For more info, send a message to the '-request' address of
the list (for example, raven-request@ietf.org) containing just the
word 'help' in the message body, and an email message will be sent to
you with instructions.

If you have questions, problems, comments, etc, send them to
mailman-owner@ietf.org. Thanks!

The BBC has just made available as RealAudio the only broadcast programme so
far to deal with the UK's RIP Bill - that's the one that puts the burden of
proof on the defence to show they DON'T have a decryption key [in fact it's
worse that, you can go to jail if in fact you can't "enable possession of
the key to be obtained" - 49(2)b & 49(3)c - even if no key exists!]

BBC World Service radio "Insight" (TX 26/2/2000, 13m 53s)

"Joanne Episcopo examines the debate on the individual's right to privacy
in the light of a new parliamentary bill in Britain that increases the
powers of surveillance by the intelligence services"

The forthcoming report:

http://www.wired.com/news/politics/0,1283,34720,00.html

U.S. Wants to Trace Net Users
                        by Declan McCullagh (declan@wired.com)

                        3:00 a.m. 4.Mar.2000 PST
WASHINGTON -- The ease of hiding one's
identity on the Net is giving police
                        migraines and justifies providing broad
new powers to law enforcement, the
White House says in a forthcoming report.

The federal government should take steps
to improve online traceability and promote
                        international cooperation to identify
Internet users, according to a draft of
                        the report commissioned by President
                        Clinton.

Police should be able to determine the
source of hacker attacks or "anonymous
emails that contain bomb threats," states
the 200 KB document prepared by a
                        high-level working group chaired by
                        Attorney General Janet Reno.

Although the report was largely complete
                        before last month's prominent
                        denial-of-service attacks, it will likely
influence the debate over how the U.S.
                        government should respond to them.

The FBI has not made any arrests during
                        its investigation, and bureau officials
                        Tuesday told Congress that anonymity
and the global nature of the Internet
                        pose serious problems.

A White House spokesman said the report
is being finalized and "should be released
                        very soon."

The Working Group on Unlawful Conduct
on the Internet, which Clinton created in
August 1999 to consider new laws or
                        educational programs, includes senior
                        administration officials such as FBI
                        Director Louis Freeh, Treasury Secretary
                        Larry Summers, Commerce Secretary
                        William Daley, and representatives from
the military, DEA, and Secret Service.

The group focused on what it views as
the problem of anonymity, citing "the
need for real-time tracing of Internet
                        communications across traditional
                        jurisdictional boundaries, both
                        domestically and internationally [and] the
need to track down sophisticated users
who commit unlawful acts on the Internet
while hiding their identities," according to
                        the report.

Currently no laws require Internet users in
the United States to reveal their
identities before signing up for accounts,
and both fee-based and free services
offer anonymous mail, Web browsing, and
                        dialup connections.

                        Internet service providers should be
                        encouraged, though not required, to
maintain detailed records of what their
users are doing online. "Some industry
members may not retain certain system
data long enough to permit law
                        enforcement to identify online offenders,"
                        the report says.

Germany's exclusive Lawful Interception (LI) solution. This is an innovative
vendor independent solution for lawful data network interception in Germany.
Initial contracts were signed to supply up to 350 PrismLite analyzers over
the next three years.

Data networks, including voice and video over data, are being used
increasingly as a communications medium. Therefore, lawful monitoring of
data networks is becoming as important as telephone network monitoring. As a
result, Germany has recently updated its G-10 law, originally passed in
1997, and similar to the CALEA law passed in the United States in 1994.
Service providers are now required to give law enforcement the means to
monitor their data as well as voice lines. DATAKOM and RADCOM's jointly
developed system enables German service providers to adhere to this law.

In this special LI system, the extracted information is not displayed or
recorded to hard disk or in memory rather, the data stream is securely
transported to governmental agencies responsible for LI tasks.

The versatile LI system is also capable of handling many different transit
networks, providing documentation and time stamping with official radio/GPS
time. The RADCOM/ DATAKOM LI system has been approved and certified by the
German Regulation Office and Ministry of Economics and Technology (BMWi).
DATAKOM has applied for a patent for the LI system.

``DATAKOM and RADCOM developed this LI technology in cooperation with major
German carriers and German Governmental Departments,'' said Paul Hoffmann,
Managing Director of DATAKOM GmbH. ``We use the powerful capabilities and
flexibility of the PrismLite analyzer for critical processes inside the G-10
LI system.'' Our solution is the only LI system on the market which operates
over multi-vendor equipment networks and meets the economic requirements of
this important project.``

``Now that we have received contracts from major carriers for the LI system,
we expect a substantial increase in orders from the remaining 300 PTTs and
service providers in Germany, all of whom have to comply with the
regulations for lawful interception,'' concluded Mr. Arnon Toussia-Cohen,
CEO and President of RADCOM. ``We also expect similar requirements to arise
from other European Service Providers as well as from the United States as a
solution to requirements of its CALEA Legislation.''

                        by Declan McCullagh (declan@wired.com)

                        3:00 a.m. 14.Mar.2000 PST
FAIRFAX, Virginia -- It's not that Phillip
Thorpe hates the Internet, not exactly.
But he sure wishes the problems it causes
him would vanish as quickly as Bill
                        Bradley's presidential ambitions.

Thorpe has one of the most difficult jobs
anyone can hold nowadays: He's a
regulator. And not just any regulator, but
the head of the British agency responsible
for overseeing the financial services and
                        securities industries.

                        In the U.K., London-based Financial
Services Authority can shut down any
                        unacceptable Web site that doesn't
follow British law, but the agency's reach
                        is limited.

Thorpe is concerned that British subjects
can connect to any Web site anywhere in
the world to deposit money or spend their
cash on risky -- though perhaps
                        profitable, and probably unregulated -
ventures. There's precious little Thorpe or
his FSA cohorts can do about it.

                       ...

Thorpe said a third possibility would be to
devise a new Web address for approved
finance and investment sites that would
                        look like finance://www.bankname.com/.

He said it would be a "specific kind of URL
for regulated financial entities, though we
know there are people we have to ask
                        about that."

The people Thorpe is talking about are
the Internet Engineering Task Force, an
                        international group that sets technical
                        standards but values its independence
from the demands of any one national
                        government.

                        ...

in this case, http://www.bankname.finance.uk/ is probably a better fit,
for several reasons:

- Identifies the legal environment of approval (UK)
- Identifies the kind of approval (finance)
- Does not require new code in clients and servers
- Does not require any IETF action
- Possibly even within Thorpe's power to achieve

And that places the discussion strictly in a domainname context - that is,
if it needs to be outside the UK scope, it's ICANN's problem.

RADCOM and DATAKOM Join Forces to Provide a Solution for Lawful Data Network

MAHWAH, N.J.--(BUSINESS WIRE)--March 9, 2000-- RADCOM Ltd. (NASDAQ: RDCM -

Satellite based MASER Weapon System & Murder
Posted By: vince <vlodato@aol.com>

The similiarities between a maser and a laser is that the radiation
originating from these devices are coherent, by this we mean the beam does
not spread apart like ordinary radiation, but stays columinated like a
flashlight. Secondly, the radiation is monochromatic; namely, one given
frequency with an intense beam of radiation. The difference being in a maser
this is microwave radiation, while a laser is a host of other EM
frequencies.

The interesting feature of microwave radiation is it can intereact "easily"
with electronic circuitry and cause havoc in the transmission of electronic
signals.

If these masers are based in satellites they can be pointed from space at
airborne vehicles and cause havoc in their guidance systems and other
control
systems, which control the vehicles direction in space. This could be an
airplane, a ballistic missile, etc.

If the maser is targeted on a plane, the pilot could easily loose control of
flying the vehicle. He would not be effected by the radiation, and if you
were an observer on ground and watched this vehicle via radar you would not
see the interaction of the maser's radiation with the plane but only observe
the plane crashing and/or getting out of control.

When the plane is just about to crash. The maser is turned off giving the
controls back to the pilot. However it is too late for the pilot to do
anything. Also the flight recorder would not show any use of a maser.

This is the ideal way to down a plane from the sky and nobody will know.
Does
this occur? I think it does? Especially in the last series of plane crashes?
Does these happening occur for the National Security of the USA...The answer
is no.

Do we have a weapon system like this? I say yes. It is an antiballistic
weapon system. This has the same effect on ballistic missiles ... and I
applaud a system like this for "this use".

But I do not applaud this system to be missused by some powerful people to
silence some other people. This is plane and simple murder ... not national
security ... but selfish security.

Finally I would like to think their are some powerful people who will
rectify
these wrongs. So their gradchildren can live in a better world than we live
in.

Indeed, and actually I don't see why it would have to go beyond Nominet
to achieve.

The question now is: regulated by whom. I'm sure a small island-nation
can be found that is willing to 'regulate' about anything for an
appropriate fee. I'm certain it would take forever to get any
agreement between nations about this. Best keep this within national
borders.

SEC Creating Web Surveillance
03:55EST

By MARCY GORDON
AP Business Writer
03/29/00

WASHINGTON (AP) -- Federal regulators, on the lookout for
phrases such as "get rich quick,'' are creating an automated
surveillance system to search Web sites and message
boards for investment fraud.

But a major accounting firm says it won't participate because
the Securities and Exchange Commission's new system
might encroach on the privacy of innocent people using the
Internet.

The technology in the enhanced SEC surveillance program "is
equivalent to, in my opinion, wiretapping ... the equivalent of
planting a bug,'' said Larry Ponemon, a partner in charge of
privacy issues at PricewaterhouseCoopers, one of the world's
largest accounting and consulting firms.

It is deliciously ironic that the noted opposition comes from PWC, a
firm which has been under SEC scrutiny for "questionable ethical
practices" in its Independent Auditing function.

It is deliciously ironic that the noted opposition comes from PWC, a
firm which has been under SEC scrutiny for "questionable ethical
practices" in its Independent Auditing function.

I tried, and got back an auto-reply in German....

Marc,
you appear to have the auto-reply function copying the Raven list itself.
If you want to create a digest, that is good, but do you think it should
be automatically sent to all the subscribers, whether they have asked for
it or not?

Marc,
you appear to have the auto-reply function copying the Raven list itself.
If you want to create a digest, that is good, but do you think it should
be automatically sent to all the subscribers, whether they have asked for
it or not?

Can someone who speaks German contact this person and let him or her know
that their auto-responder is copying the list itself (raven@ietf.org) with
all of it's outgoing messages?

I tried, and got back an auto-reply in German....

Marc,
you appear to have the auto-reply function copying the Raven list itself.
If you want to create a digest, that is good, but do you think it should
be automatically sent to all the subscribers, whether they have asked for
it or not?
