Allison, Scott, Ladies and Gentlemen of the SPIRITS WG,

The purpose of this E-mail is to resubmit the SPIRITS
Requirements draft v.2 for Informational RFC
http://www.ietf.org/internet-drafts/draft-ietf-spirits-reqs-02.txt

for the IESG consideration on the subject of approval its
publication as an Informational RFC.

Background:

This I-D was initially submitted on 6/25/2001. On 9/20/2001
IESG responded with two isuues/comments.
Since then our group of authors has been working hard on
incorporating IESG comments.
These issues were (verbatim):
1 - the abstract is not useful for someone who does not know
what
SPIRITS is - the abstract needs to be rewritten to
explain
what the purpose of the protocol is and what functions
it
    will perform
2 - there does not seem to be a discussion of the security
requirements
on the protocol itself - just operational issues. The
discussion
of the operational issues is important and should be
retained
but additional discussion is needed of the security
considerations
    of the protocol

Current version of the SPIRITS Requirements I-D was posted
to the IETF directory on 9/27/2001 and has both of the
issues raised by IESG resolved.
Special thanks to the group of authors led by Igor for their
expedient job and to Vijay Gurbani for his insightful
comments.

Kind regards,
Alec Brusilovsky
