Body: ITU-T Study Group 17, Security, in its Question 5/17, Countering spam by technical means, is pleased to inform you that our draft Recommendation ITU-T X.ticvs on technologies involved in countering voice spam in telecommunication organizations was close to being finalized.

The work item was established in September 2011 and proceeded in the recent three years. We kindly invite the experts of IETF WG STIR to review the text of X.ticvs (see attachment 1) giving full considerations of the following:

- X.ticvs focuses on the technologies on countering voice spam initiated from the circuit-switched network with the consideration that the technologies on countering voice spam initiated from the IP-based network have been recommended in Recommendations ITU-T X.1245 and X.1244.
- With the respect to WTSA-12 Resolution 52 (Rev. Dubai, 2012), Countering and combating spam, X.ticvs avoided recommending technologies which may bring potential privacy arguments.

Therefore, for example, X.ticvs does not recommend the technologies that can identify whether the caller ID (or calling Line ID) of a voice spammer is spoofed /impersonated or not.
We would like to hear whether recent activities of IETF WG STIR regarding technologies involved in countering voice spam in telecommunication organizations are impacted before we will be proceeding the work item to go through ITU-T TAP determination procedure.

We appreciate your feedback in this regard.

The STIR WG needs to be aware of two liaison statements from ITU-T SG17.

I point you to the IETF Liaison statement web page; it is better that =
putting large attachments into our archive.

(1) Liaison Statement on technologies involved in countering voice spam =
in telecommunication organizations
	https://datatracker.ietf.org/liaison/1354/

(2) Liaison Statement on technical measures and mechanism on countering =
the spoofed call in the visited network of VoLTE
	https://datatracker.ietf.org/liaison/1353/

The first of these is directed at this WG, and we have the action to =
create a response by the end of March 2015.

This 'X.ticvs' seems to be focused on the methods than can be put in place =
to detect voice spam traffic patterns rather than the validity of the calli=
ng party number. I'm not sure there's a lot to say, but it may be worthwhil=
e having a pointer to STIR's work in general and RFC 7340 in particular.=20=
=20

In section 7.2.1, and using the document terminology, maybe say something l=
ike "Assessing the validity of the COSN ie verifying the calling party's au=
thorization to use a particular telephone number for the call can be instru=
mental in tackling voice spam. This is addressed IETF activities in definin=
g secure telephone identities, and in IETF RFC 7340 in particular."=20

Or just refer them to the charter and the published RFC in the response lia=
ison for SG17 to review their document as they see fit.

The STIR WG needs to be aware of two liaison statements from ITU-T SG17.

I point you to the IETF Liaison statement web page; it is better that putti=
ng large attachments into our archive.

(1)=A0Liaison Statement on technologies involved in countering voice spam i=

(2) =A0Liaison Statement on technical measures and mechanism on countering =
the spoofed call in the visited network of VoLTE

The first of these is directed at this WG, and we have the action to create=
a response by the end of March 2015.

Hi Russ,

There has long been concern expressed
about this work item because of the lack
of any significant involvement of telecom/
mobile operators or vendors. I have copied
the UK's Tony Holmes whose contribution
at the recent SG17 meeting led to this draft
material being referred to stir.

This work is essentially the product of three
authors at one company who have been
laboring on this text for the past four years
at periodic meetings in Geneva and it is now
being proposed for adoption. The ITU-T
groups involved here do not have a culture
of robust involvement of diverse technical
experts. It would be edifying for them to
have experienced the lengthy and spirited
exchanges in stir!

At to specific deficiencies, stir may wish note
the creation of a new definition for "voice spam"
that seems rather narrow, if not hostile to commercial
users.

With this said, and in the spirit of collaboration,
anything that the IETF in general and stir
specifically can provide about the draft text
would be helpful. Certainly the new RFC7340
might be a good place for them to start.

Sean pointed out I didn't follow up on this call when it ended - my
apologies to everyone.
This draft is adopted, and we've asked Sean to post the next version as
a wg 00.

While having an agenda in early is always nice, the draft WG agendas are
due 27-Oct (same day as the draft deadline),
and the final agendas are due 3-Nov. (see
http://www.ietf.org/meeting/important-dates-2014.html#IETF91).

I expect we'll be talking about a revised version and open issues with
draft-ietf-stir-rfc4474bis and the forthcoming first version of
draft-ietf-stir-certificates.

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the Secure Telephone Identity Revisited Working Group of the IETF.

Title : Authenticated Identity Management in the Session Initiation Protocol (SIP)
        Authors : Jon Peterson
                          Cullen Jennings
                          Eric Rescorla
	Filename : draft-ietf-stir-rfc4474bis-02.txt
	Pages : 33
	Date : 2014-10-22

Abstract:
The baseline security mechanisms in the Session Initiation Protocol
(SIP) are inadequate for cryptographically assuring the identity of
the end users that originate SIP requests, especially in an
interdomain context. This document defines a mechanism for securely
identifying originators of SIP requests. It does so by defining new
SIP header fields for conveying a signature used for validating the
identity, and for conveying a reference to the credentials of the
   signer.

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the Secure Telephone Identity Revisited Working Group of the IETF.

Title : Secure Telephone Identity Credentials: Certificates
        Authors : Jon Peterson
                          Sean Turner
	Filename : draft-ietf-stir-certificates-00.txt
	Pages : 10
	Date : 2014-10-23

Abstract:
In order to prove ownership of telephone numbers on the Internet,
some kind of public infrastructure needs to exist that binds
cryptographic keys to authority over telephone numbers. This
document describes a certificate-based credential system for
telephone numbers, which could be used as a part of a broader
architecture for managing telephone numbers as identities in
   protocols like SIP.

As the Internet and the telephone network have become increasingly
interconnected and interdependent, attackers can impersonate or
obscure calling party numbers when orchestrating bulk commercial
calling schemes, hacking voicemail boxes, or even circumventing
multi-factor authentication systems trusted by banks. This document
analyzes threats in the resulting system, enumerating actors,
reviewing the capabilities available to and used by attackers, and
describing scenarios in which attacks are launched.

This document is a product of the Secure Telephone Identity Revisited Working Group of the IETF.
