Hello All,
Currently, we consider no distinction between "public" and "private" networks. Public network operator is regulated and licensed.
UNI (i.e. the interface between a public network and its user, which may be a private network) has asymmetric trust, it is expected that the user trusts the network, but the network doesn't trust its user. (Think not of malicious clients but misconfigured equipment which might put the entire network at risk.)
As far as I understand, the public network MUST NOT reject a call just because its source is unidentified. This is inconsistent with current I-D (verifier MUST reject some calls). I suggest some rewording...as
According to local policy and regulations, the verifier either: rejects the call (in public networks, this is allowed only when explicitly requested by user), or marks the call by removing Identity header and adding a Warning header (default for public networks), or does nothing.
Regards,
Anton.

I don't think I agree with your reading here, in a number ways.

The fact that there is a trust relationship between the user and their
communication services provider is built into SIP, and into RFC4474bis. It
is why the authentication and verification services can be implemented as
network services by CSPs, and thus the providers themselves in those
architectures choose to deploy private, or preferably cryptographically
secured, connections to user agents or to deploy public, unsecured ones.
There's no need to formally distinguish those environments in RFC4474bis;
this is just a protocol design, it's not prescribing any network
architecture.

The question of whether a "public network" is required to not reject
unidentified calls sounds like some regulatory or policy question that
STIR won't take sides on. RFC4474bis says explicitly those questions are
matters of policy: see the last paragraph of 4.2, "this specification does
not propose any authorization policy... to follow based on the presence of
a valid Identity header, the presence of an invalid Identity header, or
the absence of an Identity header". There is no need to reword that
language to differentiate public or private networks, or to say that calls
be blocked if user preferences allow it. It is definitely true that
different providers might implement different policies, and that some
might take user preferences into account, but that is not in the scope of
RFC4474bis, and nothing about the protocol design will change in
environments where providers adopt those policies.

Npw, the current I-D does say that implementations of the verifier role
MUST reject SIP requests under limited circumstances, but explicitly not
because the source is unidentified. it's in cases where, for example,
there is a signature but the signature is malformed, due to an protocol
error or tampering. SIP user agent reject all kinds of requests in cases
where there are protocol error: if there was a malformed Contact header,
say, a user agent implementation might reject that too, regardless of
whether its source was identified or not. "Reject" here also doesn't mean
"block," it is a protocol-level error that is potentially a recoverable
error; a case where the user agent can resubmit a request if it can be
repaired. Call blocking is a policy decision; this is just basic protocol
operation.=20

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the Secure Telephone Identity Revisited of the IETF.

Title : Secure Telephone Identity Credentials: Certificates
        Authors : Jon Peterson
                          Sean Turner
	Filename : draft-ietf-stir-certificates-03.txt
	Pages : 18
	Date : 2016-03-21

Abstract:
In order to prevent the impersonation of telephone numbers on the
Internet, some kind of credential system needs to exist that
cryptographically proves authority over telephone numbers. This
document describes the use of certificates in establishing authority
over telephone numbers, as a component of a broader architecture for
managing telephone numbers as identities in protocols like SIP.

The IETF datatracker status page for this draft is:
https://datatracker.ietf.org/doc/draft-ietf-stir-certificates/

There's also a htmlized version available at:
https://tools.ietf.org/html/draft-ietf-stir-certificates-03

A diff from the previous version is available at:
https://www.ietf.org/rfcdiff?url2=draft-ietf-stir-certificates-03

Please note that it may take a couple of minutes from the time of submission
until the htmlized version and diff are available at tools.ietf.org.

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the Secure Telephone Identity Revisited of the IETF.

Title : Authenticated Identity Management in the Session Initiation Protocol (SIP)
        Authors : Jon Peterson
                          Cullen Jennings
                          Eric Rescorla
                          Chris Wendt
	Filename : draft-ietf-stir-rfc4474bis-08.txt
	Pages : 36
	Date : 2016-03-21

Abstract:
The baseline security mechanisms in the Session Initiation Protocol
(SIP) are inadequate for cryptographically assuring the identity of
the end users that originate SIP requests, especially in an
interdomain context. This document defines a mechanism for securely
identifying originators of SIP requests. It does so by defining a
SIP header field for conveying a signature used for validating the
identity, and for conveying a reference to the credentials of the
   signer.

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the Secure Telephone Identity Revisited of the IETF.

        Title : Persona Assertion Token
        Authors : Chris Wendt
                          Jon Peterson
	Filename : draft-ietf-stir-passport-01.txt
	Pages : 18
	Date : 2016-03-23

Abstract:
This document defines a token format for verifying with non-
repudiation the sender of and authorization to send information
related to the originator of personal communications. A
cryptographic signature is defined to protect the integrity of the
information used to identify the originator of a personal
communications session (e.g. the telephone number or URI) and verify
the accuracy of this information at the destination. The
cryptographic signature is defined with the intention that it can
confidently verify the originating persona even when the signature is
sent to the destination party over an unsecure channel. The Persona
Assertion Token (PASSporT) is particularly useful for many personal
communications applications over IP networks and other multi-hop
interconnection scenarios where the originating and destination
parties may not have a direct trusted relationship.

In advance of the Buenos Aires meeting, Chris and I have updated the core S=
TIR specifications. rfc4474bis and stir-passport are now in closer alignmen=
t, though I'm sure there are still a few remaining places where synchroniza=
tion is needed. We tried to make the extensibility model much clearer: what=
used to be "spec" or "type" is now "ppt", and front-line extensibility is =
largely based on using the "ppt" attribute to signal that you've gone beyon=
d the "bare minimum." Also, do note that the new rfc4474bis introduced a sm=
all fix in order to handle networks that alter the Date header in transit (=
if you do that, your network is bad and you should feel bad, btw). But ther=
e shouldn't be any shocking changes in here, this is pretty much just conti=
nuing the alignment process that the last revisions started.

Sean and I also issued a new version of stir-certs. I think this version do=
es a better job of explaining the various ways to use certs with STIR, and =
explicitly leaves open doors that people seem to want to use.

Finally, to demonstrate how we think the extensibility model is supposed to=
work, Chris and I wrote a draft that extends STIR with a "cna" parameter t=
hat can secure the display name of a caller. That spec is draft-peterson-st=
ir-cnam. Securing display name is specifically out of scope of the STIR wor=
king group, a provision we created when there was an active "cnit" effort u=
nderway, but we're not necessarily seeking a charter update at this point -=
we just want to make sure that we at least understand how extensibility is=
supposed to work, and this example seemed like the lowest-hanging fruit.

Happy to talk about this here on the list, or in Buenos Aires.
