With this Public Notice, we seek to refresh the record on how the Commissio=
n might further
empower voice service providers to block illegal calls1 before they reach A=
merican consumers. In the
March 2017 Call Blocking NPRM and NOI, the Commission began an inquiry into=
 provider-initiated call
blocking. In the Call Blocking Report and Order and Further Notice, the Com=
mission adopted rules
expressly authorizing providers to block clearly defined categories of call=
s highly likely to be illegal and
sought comment on two issues related to blocking those calls. We now seek t=
o refresh the record in
response to the Call Blocking NPRM and NOI on additional criteria voice pro=
viders could use to identify
and block illegal calls. Our goal in seeking additional comment is to ident=
ify specific, enforceable criteria
for targeting illegal calls that cannot be abused5 while ensuring providers=
 have sufficient flexibility
available to adapt to dynamic calling patterns. We encourage commenters to =
address these general goals
when commenting on the questions below.

Of interest to the STIR community, but please keep the discussion on the =
SIPCORE list.

Updated the Security Considerations section to reflect Tolga=E2=80=99s =
better articulation of the smurf attack and the vCard integrity / =
traceability attack. We don=E2=80=99t have a protocol method to address =
the vCard issue, but I will talk with the card people as there is a =
draft over there that is 30% of the solution.

Comments welcome.

Section 8, Order of Claim Keys, now says:

The order of the claim keys MUST follow the rules of [RFC8225]
Section 9 and be in lexixgraphic order. Therefore, the claim keys
MUST appear in the PASSporT Payload in the following order,

   o attest

   o dest

   o iat

   o orig

   o origid

I assume that other extensions will be specified in the future, so I am =
wondering if it would be better to say:

8. Order of Claim Keys

The order of the claim keys MUST follow the rules of [RFC8225]
Section 9; the claim keys MUST appear in lexicographic order.
Therefore, the claim keys discussed in this document appear in
the PASSporT Payload in the following order:

   o attest

   o dest

   o iat

   o orig

   o origid

This document extends the Personal Assertion Token (PASSporT)
specification defined in RFC 8225 to allow the inclusion of
cryptographically signed assertions of authorization for the values
populated in the Session Initiation Protocol (SIP) 'Resource-Priority'
header field, which is used for communications resource
prioritization.

This is now a Proposed Standard.
