A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the Secure Telephone Identity Revisited WG of the IETF.

        Title : STIR Certificate Delegation
        Author : Jon Peterson
	Filename : draft-ietf-stir-cert-delegation-00.txt
	Pages : 12
	Date : 2019-07-08

Abstract:
The Secure Telephone Identity Revisited (STIR) certificate profile
provides a way to attest authority over telephone numbers and related
identifiers for the purpose of preventing telephone number spoofing.
This specification details how that authority can be delegated from a
parent certificate to a subordinate certificate. This supports a
number of use cases, including those where service providers grant
credentials to enterprises or other customers capable of signing
   calls with STIR.

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the Secure Telephone Identity Revisited WG of the IETF.

Title : STIR Out-of-Band Architecture and Use Cases
        Authors : Eric Rescorla
                          Jon Peterson
	Filename : draft-ietf-stir-oob-05.txt
	Pages : 26
	Date : 2019-07-08

Abstract:
The PASSporT format defines a token that can be carried by signaling
protocols, including SIP, to cryptographically attest the identify of
callers. Not all telephone calls use Internet signaling protocols,
however, and some calls use them for only part of their signaling
path, or cannot reliably deliver SIP header fields end-to-end. This
document describes use cases that require the delivery of PASSporT
objects outside of the signaling path, and defines architectures and
   semantics to provide this functionality.

This draft is a work item of the Secure Telephone Identity Revisited WG of the IETF.

Title : PASSporT Extension for Diverted Calls
        Author : Jon Peterson

	Pages : 17
	Date : 2019-07-08

Abstract:
This document extends PASSporT, which is specified in RFC 8225 to
convey cryptographically-signed information about the people involved
in personal communications, to include an indication that a call has
been diverted from its original destination to a new one. This
information can greatly improve the decisions made by verification
services in call forwarding scenarios. Also specified here is an
encapsulation mechanism for nesting a PASSporT within another
PASSporT that assists relying parties in some diversion scenarios.

This draft is a work item of the Secure Telephone Identity Revisited WG of the IETF.

Title : PASSporT Extension for Rich Call Data
        Authors : Jon Peterson
                          Chris Wendt

	Pages : 19
	Date : 2019-07-08

Abstract:
This document extends PASSporT, a token for conveying
   cryptographically-signed call information about personal
communications, to include rich data that can be rendered to users,
such as a human-readable display name comparable to the "Caller ID"
function common on the telephone network. The element defined for
this purpose, Rich Call Data (RCD), is extensible to include related
information about calls that helps people decide whether to pick up
   the phone.

Thanks for the updates to this document. It addresses all of my major =
and minor comments, but a few of the nits are not addressed. I provide =
those again below. As they are nits, I do think think they should =
prevent the document from moving forward to the IESG. Please consider =
the nits to be early IETF Last Call comments.

Nits:

The document uses 'div' and "div". It also used 'dest' and "dest".
Please pick one convention, and then use it throughout the document.

The single quote version still appears in section headings.

The 'Updates' line in the title page header should list only the numbers
of the to-be-updated RFCs (if approved).

It should be: Updates: 8224 (if approved)=20

Section 4:
Will SHAKEN certificates carry a TNAuthList? If not, we are in academic =
exercise land. If so, we are good. If not, should we be? If we should, =
is it practical?

The last three paragraphs imply to me that this is a fancy way of saying =
in the U.S. context the PA will allow the CA to issue signing =
certificates to enterprises. Is this interpretation correct? If so, does =
that not dramatically simplify things? An enterprise gets a signing =
certificate. They sign their Identity header. Since they are not a CSP =
entitled to put traffic on the public network, their CSP will also sign =
with something like the opt mechanism. Mission accomplished? Remember, a =
B attestation from a trusted CSP over a signed Identity is going to get =
much better treatment than an A attestation from The Grace L. Ferguson =
Robocalling and Storm Door Company =
<https://www.amazon.com/Grace-Ferguson-Airline-Storm-Hungry/dp/B00122NVAQ>=
.

Section 5:
Is the verification of the scope of the validation certificate in =
real-time, or can it be done administratively off-line?

Section 8, last paragraph of p. 7:
I thought RFC 2119 does not apply to non-protocol thingies, like being =
the protocol police and attempting to enforce a totally non-protocol =
policy. As such, having an RFC 3514 evil bit in the CA seems a bit odd. =
As the TBD offers, I=E2=80=99d suggest not going there.

General:
The draft talks about =E2=80=9Cpersonal communications.=E2=80=9D Is =
there anything =E2=80=98personal=E2=80=99 about the mechanism? Is there =
anything in the mechanism informed by the communications being personal? =
I was under the belief the main use case for this mechanism was =
enterprise communications. Am I mistaken?

General security issue:
Why would a terminating provider do a dip driven by the originator?
Why would we let a random caller ask a UAS to fetch a random URI? Issues =
here include:
 - Tracking
 - Malware
 - Detecting user presence (e.g., ignored a call that fetched the =
=E2=80=98logo=E2=80=99, versus blocked, versus =E2=80=A6)

Section 3.2: icn
See general security issue above

Section 3.3: inf
See general security issue above, only multiplied because now we are =
interpreting generic HTML

Sections 3.4 / 3.5: jcd / icl
If I get both a jcd and a jcl, MUST I reject the call? If not, forever =
why not?
jcl has the general security issue.
Why not just have jcd as the mechanism?

Section 4.1: rcdi SHOULD vs MUST
Eric=E2=80=99s SHOULD construction is usually SHOULD X UNLESS Y, which =
by De Morgan=E2=80=99s theorem is better stated If Y MUST X.
Why is rcdi stated as =E2=80=9CIf the application requires integrity .. =
the rcd claim SHOULD =E2=80=A6=E2=80=9D as opposed to =E2=80=9CIf the =
application requires integrity .. the rcd claim MUST =E2=80=A6=E2=80=9D =
In plain English, the current wording says =E2=80=9CIf the application =
requires integrity, it really does not.=E2=80=9D

Also, I think that requiring rcdi would help caching content, as one =
would not need to fetch anything to note the sender says the content is =
identical to the last time you saw it with the same rcdi.

Section 4.1: algorithms
Why do we list three hash algorithms to pick from? Unless there is a =
very compelling reason, please pick one. Having three mandatory to =
implements is begging for interoperability failure. If not =
interoperability failure, by increasing lines of code and code =
complexity, this is guaranteeing less secure code.

Section 4.1.1:
True curiosity on my part: since we=E2=80=99re using JWT, which =
preserves octet format of the source, why do we need to marshal =
anything? What does that buy us?

Section 6:
Since a jCard can have the logo, what is the value of a different icn =
claim? Why not just say the claim is a jCard?

Section 7:
Given the current state of third-party CNAM databases is a well-known =
source of evil, I=E2=80=99m wondering why we are not learning from the =
past and asking to recreate it now? I=E2=80=99m not doing a dig at one =
of the author=E2=80=99s affiliations: they are one of the (few? only?) =
CNAM database operators that is not on the take. However, there are a =
ton of much less expensive operators with less clear morals. In the =
world of Shockey=E2=80=99s Law, why would we go there again? Given the =
=E2=80=9Cpresent company excepted=E2=80=9D nature of the comment, =
perhaps emphasizing the mechanism (does! yay!) have ways of rooting out =
bad actors will explain to the lay reader (or regulator) why third-party =
rcd is not evil squared.

While we=E2=80=99re there, we might note that the reason we say =E2=80=9C*=
add* an Identity header=E2=80=9D is this mechanism has the potential to =
be a MITM attack (by design). One could expect certain jurisdictions to =
ban wholesale replacement of the Identity header. However, that is =
beyond the scope of the IETF. On the other hand, it is why a third-party =
should not expect to replace the original Identity header if present or =
masquerade as putting on an original Identity header.

This really comes out in=E2=80=A6

Section 10.1:
I would make clear there is no implicit trust in the veracity of the =
claims in an rcd. Unless the verification service has some reason to =
trust the claims, the claims are purely for entertainment purposes only.

Some reasons to trust the claims include, but are not limited to:
 - Business relationships between the rcd attester and verifier
 - Regulatory enforcement (e.g., the CSP is in a jurisdiction where =
lying has severe penalties)
 - Everything in the 3rd-party rcd attestation happens to line up with =
1st-party signed attestations (e.g., name)

There are also a few typos. I=E2=80=99ll be happy to hand whomever wants =
them at the STIR WG meeting.

We held an informal side meeting at the IETF 105 venue to discuss =
international issues around the deployment of STIR. I had announced the =
side-meeting to the STIR list as the meeting was mentioned in the ART =
Area Meeting and the venue had changed, so if people wished to attend =
they needed to know where to go. This meeting was not part of the IETF =
meeting and did not discuss any active IETF drafts.

Much of the discussion was educating policy makers attending the =
Internet Society=E2=80=99s IETF Policymakers' Program =
<https://www.internetsociety.org/fellowship/ietf-policy-program/>. =
Twenty-four people from thirteen countries, most from the Western =
Hemisphere but four individuals from Europe, met to discuss the IETF=E2=80=
=99s STIR and SIP Forum/ATIS SHAKEN work and progress in their =
deployment in the USA and Canada.

Most of the countries have or are transitioning to SIP-based networks, =
and so will be able to support STIR. All countries have multiple =
providers, some with competitive markets. Some Caribbean countries have =
joined together and deployed shared infrastructure SIP networks (cloud =
deployments serving multiple countries).

On the one hand, only one other country (in Europe) besides the USA and =
Canada said that illegal robocalls are a problem. On the other hand, =
people that today do not have an illegal robocall problem realized the =
Bear Problem =
<https://www.goodreads.com/quotes/402859-you-don-t-have-to-run-faster-than=
-the-bear-to>. One of the delegates said something along the lines, =
=E2=80=9CMy goodness - if you shut off the robocalls to the USA and =
Canada, they will come for us next!=E2=80=9D

As this was an informal meeting, there are no formal plans for follow-up =
at this time.

Keen eye. :) I'll repeat what I sent to Robert off-list:

Aside from avoiding the formal telechat on the 19th, no issues. Placing
it later on the 19th or sometime on the 20th would be much better for
me, as I'll be done reviewing documents for the formal.
