This is a reminder, sent out once a month, about your ietf.org mailing
list memberships. It includes your subscription info and how to use
it to change it or unsubscribe from a list.

You can visit the URLs to change your membership status or
configuration, including unsubscribing, setting digest-style delivery
or disabling delivery altogether (e.g., for a vacation), and so on.

In addition to the URL interfaces, you can also use email to make such
changes. For more info, send a message to the '-request' address of
the list (for example, tsvwg-request@ietf.org) containing just the
word 'help' in the message body, and an email message will be sent to
you with instructions.

If you have questions, problems, comments, etc, send them to
mailman-owner@ietf.org. Thanks!

A New Internet-Draft is available from the on-line Internet-Drafts directories.
This draft is a work item of the Transport Area Working Group Working Group of the IETF.

Title : TCP Processing of the IPv4 Precedence Field
	Author(s)	: X. Xiao, A. Hannan, V. Paxson, E. Crabbe
	Filename	: draft-xiao-tcp-prec-02.txt
	Pages : 7
	Date : 01-May-00

This draft describes a conflict between TCP [RFC793] and DiffServ
[RFC2475] on the use of the three leftmost bits in the TOS octet of
an IPv4 header [RFC791]. In a network that contains DiffServ-capable
nodes, such a conflict can cause failures in establishing TCP
connections or can cause some established TCP connections to be reset
undesirably. This draft proposes a modification to TCP for resolving
the conflict.

A URL for this Internet-Draft is:
http://www.ietf.org/internet-drafts/draft-xiao-tcp-prec-02.txt

Internet-Drafts are also available by anonymous FTP. Login with the username
"anonymous" and a password of your e-mail address. After logging in,
type "cd internet-drafts" and then
	"get draft-xiao-tcp-prec-02.txt".

A list of Internet-Drafts directories can be found in
http://www.ietf.org/shadow.html
or ftp://ftp.ietf.org/ietf/1shadow-sites.txt

Internet-Drafts can also be obtained by e-mail.

Send a message to:
	mailserv@ietf.org.
In the body type:
	"FILE /internet-drafts/draft-xiao-tcp-prec-02.txt".

NOTE:	The mail server at ietf.org can return the document in
MIME-encoded form by using the "mpack" utility. To use this
feature, insert the command "ENCODING mime" before the "FILE"
command. To decode the response(s), you will need "munpack" or
a MIME-compliant mail reader. Different MIME-compliant mail readers
exhibit different behavior, especially when dealing with
"multipart" MIME messages (i.e. documents which have been split
up into multiple messages), so check your local documentation on
	how to manipulate these messages.

One question about the draft. In section 2,

(2.2) When the first RTT measurement R is made, the host MUST set

              SRTT <- R
              RTTVAR <- R/2
              RTO <- SRTT + max (G, K*RTTVAR)

          where K = 4.

Suppose it is a long thin network, and the first R is measured using a
small packet. The next segment is in full MSS size. But the network is
so "thin" that the segment takes longer than 2*R to transmit to the other
end, the above MUST will probably cause a timeout because RTO is 3*R
(assuming 2*R > G) and another R is needed for the ACK to get back to sender.
Should the requirement be changed to something like "RTO MUST be set to a
minimum of" the above calculation?

Two answers, I think...

(1) By "small packet" above do you mean the 3WHS packets? I believe
the I-D leaves out (i.e., as an implmentation detail) which set
of segments you should use to take the first RTT measurement.
So, rather than using the SYN-SYN/ACK exchange you could use the
first data segment and the corresponding ACK, I think.

Of course, the first data segment could be small, as well, so...

(2) The intro of the I-D says...

In some situations it may be beneficial for a TCP sender to be more
conservative than the algorithms detailed in this document allow.
However, a TCP MUST NOT be more aggressive than the following
      algorithms allow.

I.e., you're always allowed to be more conservative than any
given point in the remainder of the I-D allows. (We use this
statement in the intro rather than restating this in each point
in the rest of the ID).

The IESG plans to make a decision in the next few weeks, and solicits
final comments on this action. Please send any comments to the

The IESG has approved the Internet-Draft 'An Extension to the Selective
Acknowledgement (SACK) Option for TCP' <draft-floyd-sack-00.txt> as a
Proposed Standard. This document is the product of the Transport Area
Working Group Working Group. The IESG contact persons are Scott
Bradner and Allison Mankin.

Technical Summary

This document defines an extension to SACK that allows a TCP receiver to
communicate to the sender that it received multiple copies of data spanning
a particular range of sequence numbers. This information allows the sender
to infer when it has unnecessarily retransmitted a packet. A TCP sender
could then use this information for more robust operation in an environment
of reordered packets, ACK loss, packet replication, and/or early retransmit
timeouts, though how it might do so is beyond the scope of this document.

Working Group Summary

The only issue raised with the document was whether its status should
be Experimental rather than Proposed. On advice from the TSV directorate,
the chairs/ADs concluded that the change is sufficiently minor, yet useful,
 that Proposed is warranted.

Protocol Quality

Vern Paxson reviewed the spec for the IESG.
