Hi, I live in Ottawa.
I've been to 50+ IETF meetings.

Ottawa is unpredictable, but generally unpleasant in March.
July can be regularly rather hot (40C with humidex) and November is
predictably unpleasant. When it's nice, though, it's really nice.
A meeting in early April or early November (crossing Oct. 31st..) would work
better than March or late November. We have numerous festivals in June/July
which also fill the hotels.

While Ottawa is a government town, and we have enough total hotels and
conference space to have an IETF meeting, the hotels are regularly booked.
Having a meeting when the government is sitting is likely very difficult. As
we are supposed to now have fixed election dates (October), it may be easier
to predict. They generally do not sit in the summer.

I think that the only hotel with close to enough space is the Conference Center
and/or Westin. That hotel also has the Rideau center attached with generous
food courts, and the market nearby for more sophisticated foods. There are
a few really near hotels (Novotel) which are more economical. If in July,
University of Ottawa is spitting distance and rents their residences out.

I don't think the university could host the IETF meetings, but it's certainly
hosted a number of smaller conferences (bsdcan, pgcon, the Ottawa IPv6
summit) which were in the ~500 person size. I don't know that there is a
room big enough for the plenary there, but they do have some 800 person
auditoriums, and lots and lots of good networking.

It is possible the Minto (at the western edge of downtown) would have
sufficed, but I see that it is now a long-stay hotel.
There is also now conference space in Kanata (the Brookstone), out near the
Newbridge buildings (now Alcatel-Lucent...). The hotel and space is likely
big enough, but it's total and complete suburbia: no restaurants for dinner,
etc. Avoid. Avoid.

We open our deep-deep LRT tunnel in 2018, but it does not connect to the
airport. It does/will connect to the train station though, connecting
directly to Uottawa and Westin/RideauCenter.

However: Ottawa has a pitiful oversized cathedral airport.
We have a bunch of expensive direct flights from US cities using turbo props,
and some daily Frankfurt connections. Westjet also flies direct from
Calgary, and Vancouver, but doesn't have a lot of partners, they use real
airplanes though. Air Canada from Toronto or Montreal on a code-share will
wind up being the default choice for most.

I personally fly to Europe from Montreal and I take the train
Ottawa<->Montreal, and the bus if I must (last train is 7pm ish). This will
be a bit like Maastrich (which I missed), except worse, because we have a
totally crappy train system, even compared to Amtrak.

Bandwidth-wise, it may also be difficult to make things work since our
Duopoly is clueless. But since this will likely be 2-3 years in the future,
I think that the plans to grow the local IX might help. The last mile could
be very annoying to arrange.

If you want to try another city in Canada, Calgary would be a better choice.
It's similar sized, cooler in the summer, and is a major airline hub for
Air Canada, with direct connections from many many more places.

My experience with living in Helsinki is that it will be similar to Ottawa
for transportation to the city. But significantly better once you get there.

I am much less likely to attend a meeting in WDC, than any of the above. Too
expensive, painful travel in and around, and the center of a government I do
not wish to support.

Austin, Houston and New Orleans are just gross environments to be avoided,
especially in spring, summer or fall.

I know nothing of Busan or Barcelona.

I apologize for not following the form in the subject line, but in my
view, there is sufficient uncertainty about ability of people to gain
entry to the United States that we should not be planning meetings in
this country. Over the last few weeks we have seen people with valid
visas turned away at the border or otherwise detained, sometimes for
days, without any cause being given. We have people in our community
who could not get a visa in time for the Chicago meeting. With the vote
by the European Parliament requiring Americans to have visas to enter
into EU countries, it is likely we will see a further degradation of the
situation, such as suspension of the VWP, thus bringing further
uncertainty to new and more common classes of individuals.

That translates into concerns over San Francisco, Austin, Boston,
Denver, Houston, New Orleans, Philadelphia, and Washington DC. I would
prefer, therefore, as alternatives, Calgary, Ottawa, Toronto, Montreal,
Quebec City, and Vancouver.

Eliot

Scandanavian venues are extremely expensive.

Brian,

There is no intent to avoid Vancouver and Toronto, we have already met
there with good results as you say, and have plenty of feeback
already. The point here was to ask for input on OTHER places in Canada
that *might* be available for our dates, and for which we do not
currently have feedback.

As you can imagine, the IETF is not the only group considering
relocation of meetings out of the US.

Ole

I agree. I know some people who failed to get their visa in time. I booked l=

It is prudent to move the San Francisco meeting to outside the US.

Any of above should be fine. All have reasonable airline connectivity.
None create unusual entry/visa difficulties. =20

I note that in actual fact, the US Executive Order that was the focus of =
some
confusion on the IETF list earlier this year very quickly was stayed by =
US Courts=20
(and also that the would-be replacement Executive Order also has been =
stayed=20
by US Courts).

Note that Ottawa, Austin, Calgary, New Orleans, & Philadelphia are not =
really=20
major international airports, so many people (but not all) from outside=20=

North America might need to have an extra flight within the destination=20=

country. =20

Buson, South Korea has the same issue as described in the paragraph =
above
=E2=80=94 people from outside Korea/Japan probably would need to have =
an extra flight=20
within South Korea. I just did a quick check, and for me, I=E2=80=99d =
connect via Seoul=20
(Inchon - ICN) airport. So, for South Korea, Seoul would be more =
convenient
from a travel logistics viewpoint.

There is definitely a cluster of IETF participants near Ottawa; several =
seem to be=20
in Kanata, ON. Philadelphia has Comcast, which might well be willing to =
host
an IETF held in Comcast=E2=80=99s home town (thus helping with meeting =
costs).

As an aside, for European meeting locations, I=E2=80=99d like to see =
IETF return to Dublin,
Ireland. Several major companies (e.g. Google, Ericsson) have large =
offices with=20
engineers/scientists in the metro Dublin area. Dublin is easily =
reachable by air,
so scores well on ease of travel arrangements.

Yours,

Ran

Thank you for the opportunity to provide input.
In general, please do not select destinations that are remote or need 3-4 f=
lights from a major airport.
Your list is ok as far as flight options. The input I provide below is on t=
he social/lifestyle/safety aspects of the city, etc.

Ottawa

Why not Vancouver to make it easy on the Asian participants. Vancouver is =
a very diverse city with agreeable climate and excellent cuisine.

San Francisco

Always a perfect destination

Austin, TX

Good choice, too, but hard to find hotels.

Barcelona

Not first choice

Boston

bad choice. Always congested and expensive.

Busan

Most westerners do not find a good choice of food in this town. Been throu=
gh that before.

Calgary

Ok but not easy to fly to.

Denver

Good, as long as you stay in the downtown area.

Helsinki

Very good as long as it is a SUMMER meeting

Houston

Not a top choice

New Orleans

Not a top choice.

Osaka

Not a top choice.

Philadelphia

Congested and some areas on the fringes of the city are not safe.

Washington DC

Very good and diverse in all aspects.

Suggested other destinations

Amsterdam, Vienna, Berlin, Paris, Vancouver (Canada)

Rich cultural cities

The hassle and uncertainty of entering the US is higher than the value of b=
eing at IETF. I don't plan on coming to US for IETF until the border situat=
ion changes. Given the large number of people that feel this way, I suspect=
that many complicated decisions made at a US based IETF meeting will simpl=
y be rediscussed at the following IETF meeting resulting in a significant d=
elay.=20

The hassle and uncertainty of entering the US is higher than the value of b=
eing at IETF. I don't plan on coming to US for IETF until the border situat=
ion changes. Given the large number of people that feel this way, I suspect=
that many complicated decisions made at a US based IETF meeting will simpl=
y be rediscussed at the following IETF meeting resulting in a significant d=
elay.=20

I live in Calgary and I think Calgary would work well. I would be happy to =
be contacted with any questions from folks looking at Calgary.

The downtown core has very good data connectivity due to all the oil compan=
ies just deciding to wire all the buildings. There are direct flights to

Amsterdam
Frankfurt
Glasgow
London
Manchester
Zurich
Tokyo
Seoul
Munich
Paris
Beijing

Cuba

Toronto
Vancouver

Mexico City,

Denver
Chicago
Dallas-Fort Worth
Houston
Newark
Portland
San Diego
Seattle=20
San Francisco

Both Toronto and Vancouver have flights to tons of places.=20

In many ways, Vancouver may be a better location but the if you are looking=
for something different, Calgary is very cheap right now - basically the C=
algary economy follows the price of Oil which is current low making hotels =
and other things pretty cheap in Calgary right now.

Hi.

I am going to follow instructions and not clutter up the IETF
list, partially because I don't have time to engage in a lengthy
discussion about this and believe the original note made it
clear that no such discussion was really wanted. Whether that
is wise or appropriate or not is another question, as is how
the meeting site selection process is organized, transparency to
the community, etc.

First, as long as the questions that are being asked are about
decisions made three to five years out, while a knee-jerk
reaction about US policies is understandable, it makes little
rational sense. Even the initial, most-stupid, version of the
Trump travel ban was only supposed to last 120 days -- four
months, not four years -- what would have come next is only a
matter of guesswork. One can imagine even worse, but one can
equally imagine the courts and congress hobbling Trump
sufficiently that he casts blame on others and moves on. More
important, that is a six month or a year story, not three to
five years. Further down the road, does anyone have a way to
guarantee that, given Brexit and battles over immigration in
assorted countries, the Schengen agreements will be unchanged,
especially for non-EU citizen moving across borders, four years
hence. Or that Catalonia won't succeed in withdrawing from
Spain, possibly creating a Catexit situation and even more
confusion, thereby turning Barcelona into as much of a problem
as anywhere in the US?

My conclusion from the above is a variation on what I (and, I
think, Pete Resnick) tried to say during the BOF: IAOC really
needs to think through the circumstances under which you/we
would want to cancel or move a meeting based on unexpected
events around a year or less before the scheduled meeting.
Those contingency plan models, whatever they might be, are far
move appropriate and relevant to political situations that can
change rapidly (including the question of whether IETF 98 should
have been called off or moved) than trying to make meeting plans
several years out based on what might or might not happen in
some real or alternate reality.

That doesn't mean that there aren't places we can sensibly
forecast, even several years out, as being problematic.. but I
didn't see Damascus or even a winter meeting in Thule or
Edmonton on the list of cities being considered.

Looking at the list, some things are striking that relate to our
traditional criteria of local IETF participation and easy
accessibility. Of the US cities, some are easy to get to from a
range of international locations, others are not. It is
surprising to not see Minneapolis, Montreal, Toronto, or
Vancouver on the list -- we've met in all of those places with
good results and all have good international air connections.
By contrast, I've been to meetings in Busan -- nice place, but
very hard to reach from North America, Europe, etc., without
transfers within Asia (and I've be a little surprised if they
really ad the facilities for an IETF meeting). Times of year,
not specified in the inquiry, are also important, e.g., my
recollection is that Calgary in mid-winter can make Minneapolis
look like a resort area and neither Houston nor Hew Orleans are
particularly good choices during hurricane season.

Helsinki would be fine, facilities permitting, but so would
Stockholm or Olso. If the latter are not on the list because of
cost, I've got deep questions about San Francisco.

It may be just a bias, but I've found New Orleans as a
destination for a working meeting (as distinct from a fun place
to visit and play) just above Las Vegas on my "don't try that"
list... and it is harder to get to than Vegas.

Given what is and is not included and nothing the presence of
cities in which we've had, already firmly scheduled, meetings, I
can't help wondering if this list is based more on having the
community agree with decisions already tentatively made than on
asking an open set of questions and getting community advice.

Boston does now have appropriate facilties now (and Danvers
should no more be considered than Manchester (any of the five or
more in New England, but I'm thinking about the one with the
airport. I've been involved in larger meetings than IETF in the
Seaport area in the last few years with, apparently, good
success and few complaints (although I can probably list things
our community would find to complain about). Personally, a
meeting that close to home would probably guarantee craziness,
but it would probably be a reasonable choice and does have
reasonable train and air connections to and from plausible
places in the US as well as nonstop flights to, e.g., Beijing,
Tokyo, and several locations in Europe.

best,
   john

Hi IAOC,

I realize I'm way past the deadline here, but here's some feedback anyway:

1. With regard to currently scheduled cities: I am not aware of problems
with the cities listed.

2. With regard to the new cities:

As far as I know, Bangkok, Madrid, and Sydney are all fairly standard
business centers, and should be fine for an IETF meeting. (Assuming no
further political unrest, in Thailand especially.)

I'm not familiar with Daejeon. Looking at what's available on the
Internet, it looks like a pain to get to, with most routes going through
Seoul anyway. Unless there's some other compelling reason to have a
meeting here, it seems more sensible just to focus on Seoul again.

Hong Kong is a major business and transportation center, but I would be
cautious of similar issues to those we faced with the Beijing meeting in
terms of intensive security, surveillance, and open Internet access. Macau
would raise the same concerns. (To be clear, I do not know if these are
issues, but would like for the IAOC to verify if they consider these
locations.).

Macau also has the disadvantage of mainly being a destination for tourism
and gambling, vs. business concerns. I'm concerned that this could cause
some participants trouble in getting approvals, and in general, I don't
think the IETF should get into the habit of focusing on such places even if
they have abundant meeting space. (I would have the same concerns about
Las Vegas.)

Hope this helps,
--Richard
